    at Duquesne University Forensic Fridays Download Handout Download PowerPoint News Articles Familial DNA considered big help in solving crimes Pittsburgh Post Gazette Family DNA pushed for crime probes Pittsburgh Tribune Review Extended Abstract DNA information can reach across time and space to find hot leads for cold cases Powerful DNA databases help investigators catch criminals before they strike again promoting public safety by preventing crime Newer methods traverse the DNA of a criminal s family What is the promise and peril of fighting crime with investigative DNA On May 13th the Wecht Institute s Forensic Friday series will hold a full day symposium on The Changing Face of DNA The Science Law and Ethics of Familial Search at Duquesne University This continuing legal education CLE program will feature leading police investigators DNA scientists prosecution and defense lawyers crime laboratory directors legislators and scholars They will explore the power and limitations of investigative DNA databases and the familial searching that finds criminals through their relatives using DNA evidence Some of these exciting DNA developments are controversial and all are effective in solving crime The leadoff speaker is Ronald Freeman former Commander of Investigations of the Pittsburgh Bureau of Police Familial DNA search is a potent weapon for police investigation says Commander Freeman The DNA of family members has closed many cases that would have otherwise remained unsolved Legislation is needed in Pennsylvania to make this procedure routine police practice Another prominent speaker is Rock Harmon the former Alameda County Prosecutor who catalyzed California s adoption of familial search technology culminating in solving the Grim Sleeper case Prosecutor Harmon is a passionate advocate for familial search tirelessly teaching courts and legislatures about the need for greater use of DNA databases Also speaking is Dr Mark Perlin Chief Scientific Officer of Pittsburgh based

    dentist John Yelenic was brutally murdered in his Blairsville PA home A year later Pennsylvania State Trooper Kevin Foley boyfriend of Dr Yelenic s estranged wife was charged with the crime Under the victim s fingernails was a mixture of DNA containing mainly the victim plus a trace amount 6 7 of an unknown contributor The FBI s interpretation of the DNA evidence gave a 13 000 chance of match with Foley relative to a random person Considering that almost 13 million people reside in Pennsylvania this was not an overwhelming statistic However some mixture interpretation methods can make better use of the DNA data for a more informative result Prosecutor Krastek asked Dr Perlin to re examine this DNA mixture using Cybergenetics TrueAllele computer approach The computer mathematically processed the fingernail DNA data and found a match statistic of 189 billion The prosecution also asked Dr Robin Cotton the former Cellmark lab director to conduct an independent human review of the DNA evidence Her method yielded a match statistic of 23 million On February 18 2009 there was a pretrial hearing in Indiana County on the admissibility of the two outside expert DNA evidence interpretations SDAG Krastek presented the

    presentation will impact the forensic community by enabling practitioners to more comfortably use the LR in their DNA match reporting Mastery of the LR principle is critical for reporting out the most informative results from complex DNA evidence Society depends on this accurate LR information for apprehending and convicting criminals The principles of Bayesian inference Bayes 1763 were well known to the Victorians Jevons 1874 One master practitioner was detective Sherlock Holmes who routinely employed a balance of probabilities to solve his fictional crimes Doyle 1890 Holmes deft use of the LR for weighing evidence Good 1950 regularly astounded his compatriots His clarifying insights into applied inductive logic are particularly relevant to the modern reporting of DNA evidence Chapter IV of the Hound of the Baskervilles Doyle 1902 finds Holmes and his companions breakfasting at a London hotel They are pondering the origin of a cryptic letter that warns the new Baskerville lord to stay away from his ancestral home lest he too share the fate of his prematurely deceased predecessor Holmes examines the handwritten address and announces that the letter was written in a nearby hotel Guesswork scoffs a skeptic Rather rejoins Holmes we balance probabilities His ensuing explanation is a lucid gem of likelihood clarity Sherlock Holmes same Bayesian logic underlies the scientific reporting of DNA evidence The identification hypothesis asserts that a suspect contributed his DNA to some biological evidence The alternative hypothesis avers that someone else was the contributor The LR balances the probability of the evidence assuming the identification hypothesis relative to the data probability under the alternative hypothesis The resulting weight of evidence provides an objective numerical LR match score that focuses on the data and factors away prior prejudices This talk presents the LR concept through the investigative eye of Sherlock Holmes We
