  • (#DIW Podcast) National Disability #Employment Awareness Month (#NDEAM) 2015 – A Reminder from Jim Langevin about the Value of People with #Disabilities | Day In Washington
    that bullet severed my spinal cord I ve been paralyzed ever since At first I was convinced that that gun and this chair had ruined my dreams But I learned that a badge and a gun aren t the only ways to make a difference You can also change the world with a ballot a pen a creative mind My work in government has flowed from the fundamental idea of personal empowerment It s about giving people the tools they need to pave their own way To me that s the role of government not to give people a hand out but a hand up giving people the tools to pave their own way to success What we see here today as the Library pays tribute to the historic leaders of the disability movement and the everyday heroes in our own schools workplaces and communities is an illustration of just how far people can rise above difficult circumstances to achieve great things In the 27 years since my own injury I have seen the disability community make great strides in the areas of employment and community inclusion The Americans with Disabilities Act helped businesses to see employment of people with disabilities not as charity but as a civil right And across the country businesses are finally becoming aware that people with disabilities are a real resource for their companies Just last month I participated in a groundbreaking discussion in my home state of Rhode Island Business leaders from one of the largest employers in the state Raytheon and the local disability community gathered at a day long retreat to discuss strategies for getting people with disabilities back into their communities and into meaningful employment These issues can only truly be addressed in a cooperative dialogue between business government and individuals and I am proud to represent a state like Rhode Island which has been very forward thinking In recent years Rhode Island designed a Medicaid Buy In program which allows a number of people with disabilities to maintain their state health benefits when they return to work In addition to implementing such programs the local disability community is constantly monitoring the results and reaching out to business leaders and elected officials to find new ways to collaborate There is a great deal we can do here in Washington at the federal level to support this vision for the future of employment In addition to supporting flexibility with Medicaid funds for people with disabilities I am committed to evaluating and improving the Ticket to Work program which has met with mixed reviews I am cosponsoring a bill known as the Community Choice Act which would encourage states to provide equal access to community attendant services such as personal care assistants and other supports for individuals in need of long term services who want to participate in their communities and live at home rather than in a nursing home Local and national disability advocates have long supported this kind of change in

  • Requiring Closed Captioning on the Internet! | Day In Washington

    have liked to have seen the result of DOT action against Delta Airlines for disability discrimination has been very visible in the disability blogosphere I hope to do my own analysis but in the interim Scott Rains has a great article collecting a variety of sources that you can read here http www rollingrains com 2011 02 end of story summary sailing through the blogoshere with delta airlines html And if you have a moment check out the rest of his site He is probably one of the best authorities you will ever meet on the concept of accessible tourism and has a wealth of knowledge on accessible travel If he doesn t know it he knows someone who does 3 The Federal Communications Commisson FCC and their very busy February Due by the middle of the month the FCC had sought comments on rules relating to the hearing aid compatibility of wireless handsets and evaluating the 2010 hearing aid compatibility rules They were also recruiting members for its Consumer Advisory Committee This Committee makes recommendations on issues including telecommunications relay services hearing aid compatibility video description closed captioning and other accessibility issues Other issues are still open and pending including The February 17 2011 FCC call for information about new and off the shelf technologies that can be used to access Video Relay Service VRS such as Skype Apple Facetime etc Which I think is really exciting And on March 3 2011 FCC Open Meeting to discuss two Notices of Proposed Rulemaking NPRMs pertaining to the recently passed 21st Century Communications Video Accessibility Act 21stCVAA The Advanced Communications Services NPRM requiring providers and manufacturers of advanced communications services equipment to make their products accessible to people with disabilities and my personal favorite and something I had worked on several

  • 21st Century Communications & Video Accessibility Act passes the Senate (S. 3304) | Day In Washington
    by individuals who are deaf blind Require televised emergency information to be accessible to individuals who are blind or have low vision Require accessibility of advanced communications equipment and services such as text messaging and e mail Require access to Internet services that are built in to mobile telephone devices like smart phones if achievable Require devices of any size to be capable of displaying closed captioning to deliver available video description and to make emergency information accessible Require accessible user controls for televisions and set top boxes and easy access to closed captioning and video description And much more S 3304 now goes to the House of Representatives for their vote Advocates support and expect the House to pass S 3304 soon and then on to the President for signature I very much appreciate the space and support that the AAPD board staff and supporters have provided so we can serve the disability community in this way through our coalition of organizations for accessible technology COAT I am honored and privileged to have been a member of the lobbying team that has worked for this legislation for over four years This work has brought hundreds if not thousands of people with sensory disabilities vision loss hearing loss deaf blind others into a political process For instance H R 3101 has become a household word for many our deaf blind and deaf blind communities Companies never before aware of how much their products and services impact our lives now have to better innovate for accessibility People at the local level who may never have heard about AAPD now know much more about us and what we do Significantly we have demonstrated that the community of people with disabilities has political power among the competing voices our voice has been heard on Capitol Hill and we secured what many felt was almost impossible Of course there are challenges ahead in working with the implementing agency the Federal Communications Commission and in collaborating with industry But most importantly the everyday TV Internet and phone tools so many of us take for granted will now become more accessible and usable for all people with disabilities Truly like the ADA 20 years ago we are making history now All I can say is Well done For those of you who don t know Jenifer I can tell you she has put her blood sweat and tears into this bill Countless hours spent knocking on doors all over Captiol Hill talking to legislators about how important it is ALSO she is one of those advocates who practices what she preaches with regard to keeping everyone in the loop about what is going on and what can be done to support the legislation I m not talking about keeping policy folk like me in the loop but people like you Individuals with disabilities or with family members with disabilities or who just plain believe in equal access to all aspects of society including cultural This legislation
