    an individual must possess a combination of relevant skills education and experience This does not necessarily mean that a university degree is required however the individual must have a sound basic knowledge of personal money management concepts and or counselling As well they should have a minimum 3 to 5 years of experience in a field related to credit counselling banking credit industry social work counselling etc Rarely does a candidate possess education and experience in both finance and counselling it is therefore expected that any gaps in education or experience will be addressed through on the job training Relevant skills include listening counselling financial analysis problem solving negotiation using computers good written and verbal communication public speaking accuracy attention to detail and organization among others A counsellor is expected to complete the BIA Insolvency Counsellor s Qualification Course within two years of being hired This is offered through the Canadian Association of Insolvency and Restructuring Professionals Another program that is useful for anyone interested in becoming a credit counsellor is the Canadian version of the Accredited Financial Counsellor program AFC offered by the Association for Financial Counseling and Planning Education in the U S The Ontario Association of Credit Counselling Services OACCS is in the process of developing a certification program for credit counsellors and this program is expected to be available in early 2006 One word of caution for anyone considering a career in credit counselling is the fact that the number of available positions is very low There are fewer than 100 credit counsellors employed by not for profit credit counselling agencies in the province of Ontario Those who attempt to operate their own business as a credit counsellor soon learn that the clients whom they are serving do not have the funds to pay the fees

    and add others over time Good luck Short Term Goals less than 1 year Medium Term Goals 1 to 10 years Long Term Goals beyond 10 years 2 Assessing Resources By determining what income you have to work with each month you can then decide how to allocate it between paying regular expenses reducing debts if any and saving for your goals You might have income from one or more sources and it might be steady from month to month or quite variable By using only regular sources of income and excluding things like overtime or bonuses you can be safer in your projections Also if your income is variable using a month with lower income will ensure that you don t budget too much into your available income If a lower income month just won t work consider averaging your income over the last year realizing that months with higher than average income will have to see additional savings going to offset the lower than average months Unpredictable income like bonuses could be used for special extras or as additional contributions to a savings plan 3 Establishing a Spending Plan The spending plan is that piece of paper where you list how you are going to spread your money around during the month This is best done by dividing the uses for your money into four categories The first three on this list should be considered essentials while the fourth as its name suggests is for optional expenses if there is enough money to go around a savings for goals b fixed expenses c debt payments d discretionary expenses By using a budget worksheet you can work with the numbers so that your income is spread over these categories in order of importance Keep in mind that needs vs

    the debt In general think before you buy is it for a want or a need We all need food clothing shelter and transportation but beyond the basics much of what we acquire is really for wants not needs Also in this day of uncertain employment it always makes sense to live on a bit less than you have coming in rather than borrowing on the assumption that next month or next year will be better If you do decide to finance a purchase shop around for the best interest rate make the largest down payment you can and be sure that you know about all hidden charges interest costs late payment penalties etc before signing on the dotted line And ask who holds the financing many consumers have been surprised to learn after arranging a purchase that they will be dealing with a finance company when it comes time to pay Many retailers focus on the low monthly payments instead of the interest rates being charged on financing promotions and they don t want you to know the total cost of buying with credit Just out of interest ask the total cost of the monthly payments over the life of the contract and compare that to the cost of paying cash today You ll be surprised Try not to use credit for something which won t last until the bill arrives It s one thing to have a credit card bill for a stereo or a new suit which you ll enjoy for several years It s another thing to have to pay for a restaurant meal groceries or cigarettes you enjoyed three weeks ago Keep track of all credit purchases in one book and consider how they impact your monthly budget If you are using a credit card
