  • Odd-even scheme beneficial, can reduce pollution: TERI | The Financial Express
    very few reported violations which argues well for extending and enhancing the measure It said that the scheme in a short space of 15 days prompted the IT based applications and other means of car pooling as well as induced work from home policies in several offices TERI also carried out traffic counts on Vikas Marg near Lakshmi Nagar metro station on December 21 December 23 January 4 and January 11 in which a reduction of 21 per cent was observed in number of cars on road In conclusion the odd even scheme is found to be beneficial and it can be used as a measure for reducing congestion and pollution more specifically during the days of high pollution episodes to cut down on the peak levels of air pollutants TERI said The scheme can be strengthened by improvement in public transport systems which will help in removing the exemptions applied during this phase TERI said Suggesting measures TERI said that the odd even scheme could also be enhanced in a number of ways For example on a main arterial road at least during peak commuting hours cars may be required to have atleast 3 to 4 passengers and all two wheelers to have a pillion rider Exemptions from such requirements would be obtained by prior payment of a significant congestion charge Policy and regulatory issues related to the provision of car pooling IT services whether on commercial or non commercial cost sharing basis should be resolved it said Noting that while odd even scheme can provide some air quality benefits and cannot be relied upon for achieving air quality standards TERI said that there are many other interventions that are needed to be taken in the vehicular sector and others for effective air quality control There are many other sources which impact the air quality in Delhi significantly Rather than just restricting the analysis to Delhi it is time now to realise that there are many sources in the wider NCR region which contribute to deterioration of air quality in Delhi further research and mitigation plans need to be developed for air quality control in NCR it said Noting that heavy duty vehicles trucks and interstate buses have the highest share in vehicular emission inventories of Delhi TERI said that trucks still remained on BS III standards The recent announcement of MoRTH to shift directly to BSVI vehicle emission standards including trucks is a very important step for long term reduction in vehicular emissions and improvement in air quality However timely and proper implementation of these standards needs to be ensured it said TERI said that other than vehicles there are many other sources in NCR which contribute significantly including usage of diesel generator DG sets agricultural burning of residues and industries First Published on January 15 2016 9 28 pm Tags Air Pollution Odd Even Formula Please Wait while comments are loading More on this story Bring back odd even scheme Plea in HC Delhi s citizens will

    The respondent No 2 Google has put up very detailed high resolution images of Pathankot Air Base and surrounding areas on Google Earth and Google Maps However there seems to be no opposition or objection from any quarter to the display of images of Pathankot air base on Google Maps and Google Earth it has alleged In his petition Sharma has alleged that Google in the garb of a competition Mapathon induced the general public to give information regarding maps and images including sensitive installations One Vishal Saini who had mapped Pathankot and its surroundings including the Air force station at Pathankot was adjudged and ranked No 1 in Mapathon 2013 Respondent No 2 Google conducts Mapathon every year the petition claimed Referring to the January 2 terror attack on Pathankot Air force station Sharma a lawyer has contended that Google has no right to provide or make available maps and images of sensitive installations as it would adversely undermine the security of the nation The petitioner has claimed that Google only shows older locations of defence installations of developed nations like USA and in the case of China all such sites are masked Sharma has said in his plea that in 2015 former Indian President A P J Abdul Kalam had warned of serious consequences of Google providing maps and images of sensitive installations in view of growing threats from terrorism It also claimed that Google was well aware of the serious consequences of providing images and maps of sensitive locations but was not doing anything to mask such sites The maps and images provide minute details regarding sensitive installations and surrounding areas showing in detail roads streets lanes waterways streams canals sewage lines buildings etc with precise dimensions including the distance length width and height of buildings walls

  • Govt lost Rs 1400 crore as Cairn not allowed to export oil: Delhi HC told | The Financial Express
    to pick up the excess crude or can the company export it The court said it was the last and final opportunity for the government to get back on the issue as earlier too on December 14 last year the ministry had sought time to take instructions but no decision had been taken till now The court directed the government counsel to place its order before the empowered committee of secretaries which was dealing with the issue on January 21 and listed the matter for further hearing on February 4 During the hearing Ahluwalia told the court that the issue raised by Cairn was under consideration and would take time as the decision to either pick up the crude or allow the company to export it was to be taken at the highest level He said the Petroleum Ministry has also consulted the Law Ministry whose comments were awaited The government counsel also said that no loss was being caused to the company as it was already selling the excess crude to private domestic players and can continue to do so In response Cairn said the government appeared keen on the company selling its crude to Reliance and Essar adding that it would sell to those entities only at the international rates and if they do not buy then it should be allowed to export the crude It said the crude being produced from the well was sweet crude which contains low levels of sulphur and only Reliance and Essar have the refineries to refine it It also said that after refining the crude these companies were exporting the oil abroad at global rates but Cairn was not being permitted to do so Indian Oil Corporation Ltd IOCL said the crude was so waxy that it solidifide in the pipeline for which it was not interested in taking it To this the court said then let it go abroad The court on December 14 2015 had asked the government whether it would buy the excess sweet crude produced by Cairn s Rajasthan oil field and if not can the company export it Cairn had earlier told the court that it had made several representations to Directorate General of Foreign Trade DGFT for permission to export the crude but did not get any response It also claimed that prior to approaching DGF it had written to the IOCL to canalise export of the crude but got no response from the PSU IOCL is the canalising agent for export of crude Canalising agents are those through which a product can be imported or exported by companies which do not have permission to do so directly First Published on January 19 2016 11 45 pm Tags Cairn India Delhi High Court Please Wait while comments are loading More on this story Cairn India wants govt to reduce oil cess before Budget MAP ping tax reform Good start to resolving transfer pricing row with US Bring back odd even scheme Plea in HC Calculators
