    strategies and initiatives as well as and identifying gaps and constraints on building science and technology innovation capacity Background At its first phase held in Geneva in 2003 the World Summit on the Information Society WSIS adopted the Geneva Declaration of Principles to build a common vision and commitment to a people centred inclusive and development oriented Information Society and the Plan of Action to advance the achievement of the internationally agreed development goals The second phase of the Summit held in Tunis in 2005 endorsed the first phase outcomes and adopted the Tunis Commitment and the Agenda for the Information Society Under the Tunis Agenda the Economic and Social Council ECOSOC was requested to oversee the United Nations system wide follow up of the WSIS outcomes To this end the Council decided in its resolution 2006 46 that the Commission on Science and Technology for Development CSTD would assist ECOSOC as the focal point in the system wide follow up to the WSIS outcomes and advise ECOSOC thereon including relevant suggestions In line with resolution 2006 46 the Chair of the CSTD launched a multi stakeholder consultation in November 2010 on the progress made towards the implementation of the
