    Participants focused as usual on a wide range of problems connected with the situation of persons with disabilities in today s Russia especially issues related to mobile applications and services UNIC Moscow Roundtable discussion on disability issues 31 January 2012 the participants The M Enabling Summit organized by G3ict and ITU in Washington DC in December 2011 was an item of particular interest to the audience After an overview made by two experts of the Educational Centre for Rehabilitation of Persons with Disabilities of the Moscow Bauman State Technological University a discussion got off to a good start Members of the Group of Friends were unanimous in pointing out that in contrast to other developed countries Russian authorities and business community paid little attention to developing mobile accessibility In this context Alexander Stanevski Head of the Bauman University Centre stressed the importance of making reference to the regulatory framework set by the Convention which should be a major resource for policy makers He drew the panel s attention to practical elements required for a successful adoption of assistive technologies and outlined the business case for implementing accessibility programs The meeting discussed several other topics a UNESCO regional project aimed at establishing IT centers for visually impaired people in several CIS countries Armenia Kyrgyzstan the on line project web portal for people with disabilities and socially responsible businesses a new electronic magazine for the disabled PRO Association The exchange of views was quite lively and meaningful During the meeting recommendations were formulated for further joint actions to promote a better access to information and knowledge through ICT for people with special needs In particular participants agreed on steps to engage leading mobile technology companies in our effort to promote the best available solutions for persons with disabilities in Russia Also the

    presentation organized by the International Telecommunication Union I discussed accessible web design and legislative efforts in Argentina for accessible web at Making Accessibility a Reality in Emerging Technologies and the Web The presentation also addressed technology convergence and included a live demonstration of remote captioning of the workshop The workshop was audio streamed with a writer in the United States posting the captioning of the words being spoken at the workshop on a website Through the generous funding by the government of Japan Caption First http www captionfirst com provided the services so that we could read what was being spoken My colleague from Argentina Jorge Plano also presented on accessible web design The Internet Governance Forum addressed connectivity under the theme of Access and accessibility under the Diversity theme Elon University was at IGF and produced a short video on the Diversity theme Anyone watching me during the IGF plenary probably wondered what I was doing I discovered that the translation device had hard wired the headphones so there was no jack for me to plug in my neckloop No this is not a piece of jewelry but my neckloop is actually an antennae that enables me to send the audio directly to my hearing aids Since I could not use the neckloop I could not use the listening device I was in the plenary room but could not hear But wait I discovered that the plenary was being videocast and that I had wireless access to the Internet I plugged in my neckloop into my laptop went to the videocast and voila Houston I hear you loud and clear Now all I had to do was activate Skype and talk to my colleague in the UK about the plenary speeches So if you were sitting next to me

    purchase equipment or services which may be inaccessible to persons with disabilities and In relation to the above only 35 6 percent provide services to the general public including through the Internet in accessible and usable formats for persons with disabilities A vital area of ICT accessibility with the greatest impact on the largest population of users the accessibility of the information infrastructure is lagging behind ratifying countries general commitments to the CRPD More than 75 percent of ratifying countries report no or minimum levels of implementation of policies or programs promoting accessibility in critical areas such as mobile telephony web sites fixed telephony public address systems television or Automatic Teller Machines ATMs More than 75 of ratifying countries report no or minimum levels of implementation of policies or programs promoting the accessibility of the information infrastructure More than 75 of ratifying countries report no or minimum levels of implementation of policies or programs promoting the accessibility of the information infrastructure A second critical area of ICT accessibility which speaks to the role of persons with disabilities in the CRPD implementation that remains low among surveyed countries involves the support for DPOs This is inconsistent with Article 4 i 3 of the CRPD and reflects a lack of respect for the rights of persons with disabilities in the digital age as exemplified by ratifying countries which report that About 45 percent only offer financial support for DPOs and NGOs Merely 16 percent provide a systematic mechanism to involve DPOs working in the field of digital accessibility in the drafting designing implementation and evaluation of laws policies A scant 7 percent offer any awards or other types of recognition to persons with disabilities or their representative organizations which have done extraordinary work in the field of ICT accessibility Knowing how much progress is actually accomplished by CRPD ratifying countries in ICT accessibility is an essential step for all stakeholders in order to address gaps and opportunities in their own countries As the above results indicate while most countries are generally aware of their basic obligation to implement ICT accessibility they have not translated essential CRPD dispositions into actual policies or programs It is obviously important for countries to establish legal foundations regulations and policies in the area of digital accessibility that meet CRPD dispositions said Axel Leblois G3ict s Founder and Chief Executive Officer But to give real meaning and effect to that foundation countries must develop and apply their capacity to implement their CRPD commitments This joint G3ict DPI global survey clearly establishes the severe gaps in ICT accessibility that remain among States Parties and their lack of compliance with Article 9 of the CRPD It also demonstrates the urgency for States Parties to involve Disabled Persons Organizations in policy making and monitoring said Javed Abidi Chair of Disabled Peoples International Confirming the imperative of supporting the involvement of disabled persons organizations in policy making the following key success factors were identified through regression analysis in relation to ICT accessibility

    for persons with special needs 20 May 2011 a view of the panel of experts UNIC director Alexandre Gorelik introduced one of the sessions Cyberspace for persons with special needs at the conference His remarks focused on the significance of the UN Disability Convention and the significant achievement of the Group of Friends an outcome of the treaty set up by UNIC which brings together experts in usability and accessibility as well as advocates of persons with disabilities from civic society In particular he stressed that the United Nations remains committed to promoting accessibility in all aspects of society and development The key note address was made by Oleg Smolin a Duma deputy and a prominent advocate of social inclusion of persons with disabilities a blind person himself Both speakers shared the goal of encouraging the State Duma to ratify the Convention without further delay However Mr Smolin did recognize that the odds are that Russia s accession to the treaty is unlikely before 2012 Mr Gorelik also made an overview of best international practices based on the latest G3ict reports including the e Accessibility Policy Toolkit for Persons with Disabilities which is currently being translated into Russian thanks to
