    As Vedran Vucic noted this conference was not to be just another one singularly devoted to talk about accessibility The goal of the conference was to engage the participants and stakeholders and included many meetings with government ministries and academic and publishing house entities It was heartening to hear the government express their willingness to make web sites and digital documents accessible and to take additional steps to implement accessibility so that persons with disabilities can access information and knowledge and participate in society As a result of the conference concrete actions are underway to implement accessibility For more stay tuned to a future blog It was also an honor to meet Boris Tadic the President of Serbia who personally told me that this month he will be sending an envoy to New York to sign the Convention on Rights of Persons with Disabilities as well as the Optional Protocol It was very appropriate to hear this news during our meeting at the 3 December evening celebration on International Day for Persons with Disabilities Belgrade is the seat of Serbian culture and so it was a treat to join members of parliament artists musicians and NGO leaders during the celebration The talent show was varied and included a video of dancers in wheelchairs Not to mention that the food was excellent Oh yes so what did my keynotes cover On the first day of the conference I discussed the big picture issues of Web Barriers and eInclusion along with what I call the signs of a global inclusive society shift On the second day of the conference I focused narrowly on the U S Section 508 as an example of a national procurement law wrapped around a disability rights requirement and then I spent most of my talk specifically discussing

    community is doing around the world Perhaps in doing this we can all leverage our knowledgebase to make the equalization of opportunities a reality in our neighborhood So back to this blog what do I mean by ICT No it is not Indochina time even though some of you may have thought you d seen me on an airplane or overseas somewhere in Ireland Dubai Norway Argentina or next door in Canada What s going on The Convention is bringing a lot of activity to address accessible ICT By ICT I mean information and communications technology in the broadest sense Because accessible ICT impacts everything in our daily life there may be occasions where this expert zone may overlap with the other expert zones This means that we will be looking at ICT from many perspectives during this time of technology innovations and unprecedented advances But remember as I said in one of my earlier papers on the growing digital divide in access Technology Changes But Civil Rights Do Not Recently I completed two projects for UN Agencies UNESCO and ITU The UNESCO project was done in collaboration with Betty Dion of GAATES the Global Alliance for Accessible Technologies and the Environment More about GAATES another time We drafted a helpful UNESCO resource entitled Accessibility Guidelines for Community Multimedia Centers Expected publication is early next year and it addresses access to the built environment as well as accessible ICT for multimedia and telecenters around the world I ll let you know when it becomes available The second project was to develop a background paper for ITU the International Telecommunications Union on major issues for development and implementation of successful policies and strategies for ICT I wrote the paper for an upcoming seminar in Geneva on best practices and services for

    brought clarity and consensus in three major areas the importance of global standards in several core areas of Digital Accessibility including Human Interfaces Contents and Services and Wireless Technologies the possibility to further enhance ISO standards to ensure that product development methodology do include at an early stage accessibility criteria and the opportunity for governments to cooperate at an international level in support of international standards via public procurement rules On public procurement matters while the TEITAC meetings updating the Section 508 Standards and Telecommunications Act Guidelines came to a conclusion in April in the United States European Standards Development Organizations CEN CENELEC and ETSI were preparing a public meeting to be held in Brussels this week to review the draft reports produced during Phase 1 of Mandate M 376 as part of the EU effort to develop public procurement policies on ICT accessibility As mentioned at the joint ITU G3ict Global Forum thanks to an open process on both sides the Transatlantic cooperation has evolved positively with other interested countries joining as observers and informal participants Although harmonization is a complex endeavor the process in itself is a remarkable step forward and one that I believe is unstoppable Immediately following the Global Forum ITU Study Group 16 on Multimedia Terminals Systems and Applications met April 22 May 2 covering a very large array of accessible and assistive communication and multi media technologies including IPTV Soon to come on June 16 19 in Tokyo the ISO IEC JTC 1 Special Working Group on Accessibility will meet to review the extensive work done to define User Needs establish an inventory of accessibility standards with a gap analysis and propose a guidance on users needs mapping The completion of this work will be for all intent and purposes a significant milestone on

    human rights issue not a matter of discretion This human rights approach is also at the core of the Convention on the Rights of Persons with Disabilities which the European Community actively supports The Commission s 2005 Communication entitled The Situation of Disabled People in the Enlarged European Union The European Action Plan for 2006 2007 COM 2005 604 reported on the achievements in the first phase of the European Action Plan and defined new priorities for the following years 3 Encouraging activity including employment and participation in society Promoting access to quality support and care services 4 Fostering accessibility of goods and services Increasing the EU s analytical capacity 5 The a ccessibility of mainstream goods services and infrastructures has always been a key component of the European disability strategy Accessibility to information and communication technology products and services has been fostered through the adoption of various policies as is described in the e Accessibility Communication of 2005 COM 2005 425 In Europe as in many other places in the world millions of people cannot fully reap these benefits while a significant percentage is effectively cut off from them totally Today persons with disabilities are estimated to make up close to 15 of the European population Many of them encounter barriers when trying to use ICT products and services It is difficult to imagine how persons with disabilities would be able to enjoy their fundamental rights when accessibility to ICT is not a reality Access to employment and education for example is not possible for persons with disabilities without accessible ICT The main objective of the 2005 Communication was to promote a consistent approach to e accessibility initiatives in the Member States based on their voluntary contributions in order to foster self regulation in industry Two years after the

    acts a personalized interpreter to the individual regardless of that person s abilities or language skills Where is this all leading to In my opinion it s leading to the development of an accessible information technology infrastructure that features direct and pervasive accessibility for all people particularly people with disabilities The Internet and World Wide Web are the foundation for this development Third Wave Accessibility is the next paradigm shift in the convergence of information communication technology ICT and people with disabilities The creation of an accessible information architecture cannot be achieved without the implementation of international accessibility standards These standards must identify the requirements that information technology and its interface can accommodate Additionally it is imperative that they are supported by the assistive technology AT and information technology IT industries at large Next generation information technology human interfaces require a set of accessibility standard interfaces for speech touch video and sound among others The accessible information technology infrastructure also requires a set of standard accessibility services that are available on all operating system platforms Data must be stored and maintained in an accessible format The end result is a pervasive accessibility technology that serves the user putting the responsibility of adaptation on the information technology not the user Donald Norman highlighted this design regarding human centered product development by saying The goal is a technology that serves the user where the technology fits the task and the complexity is that of the task not the tool Next generation information appliances and services based on common or standard human interfaces with built in accessibility features Cross platform and open software application architectures must provide direct links to accessibility services Flexible data description languages such the eXtensible Markup Language XML will enable content publishers to describe and deliver data any way
