    health problems This is one example of an eminently preventable secondary health problem that has the potential to shift dramatically if supports for various lifestyle changes and more effective preventive health care are available Smart technology is changing the way we live our daily lives In this presentation David O Hara Ph D Chief Operating Officer for the Westchester Institute for Human Development will describe specific pilot projects that use smart technologies and cloud based applications to support more effective preventive health care for people with I DD using a range of telehealth strategies The new accessibility features of tablet touch screen technologies and smart phones provide tools for the design of interactive applications that can support the delivery of better preventive health care and chronic disease management In particular they provide access to easily available cloud based patient education materials and patient care experience surveys Standard patient satisfaction surveys such as the CAHPS medical home survey from AHRQ will be made accessible for people with I DD which will also use cloud technology to capture and analyze data to help improve the system They can also promote more frequent contact between the patient and their health care providers as

    that use a tablet rather than an interactive board or a desktop Depending on the device used the range of barriers being faced may vary One could use assistive technologies to enhance the capabilities of a PC a tablet or a smartphone but one could also rely on desktop browsers on very large screens interactive TVs Web kiosks gaming consoles Web browsers in cars or gym equipment interactive boards tangible and natural user interfaces or more esoteric devices Due to particular interaction modalities access to information or interactive services may be hindered or even prevented due to the quantity and richness of information and services ability to process information may be reduced due to infrastructure e g cellular networks in under developed lands certain services may become unusable due to contingent factors everybody can become situationally impaired due to cultural or language differences emotional or language barriers may ensue In each of these situations decoupling user interfaces from backend services could enhance interoperability both for people who rely on assistive technologies and those who don t improving the quality of the experience regardless of one s own devices We welcome therefore papers that explore these issues and their technological or

    Thematic Workshop at WSIS Forum Towards a Disability Inclusive Development Agenda with ICTs May 15 2013 04 30 p m 06 15 p m Venue ITU HQ Montbrillant Building Room K Background There are more than 1 billion people living with disabilities This figure represents 15 per cent of the global population According to the World Report on Disability released in 2011 by the World Health Organization and the World Bank this percentage is expected to increase over the forthcoming years due to factors such as the greater availability of medical treatment and longer life expectancy and also because people may acquire disability through aging accidents wars and circumstances of poverty In this scenario the information society represents a historic opportunity to improve the quality of life of persons with disabilities promote their inclusion in society and expand their access to information and basic public services such as health education or government services The use of information and communication technologies ICTs such as mobile phones the Internet or digital TV and radio can enable the implementation of the UN Convention of the Rights of the Persons with Disabilities by removing many of the barriers that limit the full participation of persons with disabilities in all aspects of society To achieve this goal it is important that ICTs are made fully accessible for persons with disabilities This can be achieved through the introduction of universal design principles in technical standards and by promoting ICT accessibility through public policy and regulation The combination of these actions can contribute to introduce a certain critical mass that would make the use of ICTs more affordable for persons with disabilities The workshop Towards a disability inclusive development agenda with ICTs will be an interactive debate to look at the opportunities and challenges that ICTs offer
