    Water Street back generators for the well pumps and a new chlorination system A PER on the town s water was previously completed in 2004 and found the town was deficient in their water supply and storage for amount of water it was using The 2004 report also found leakage problems and issues with the service meters Since 2004 the town has replaced 1 400 feet of pipe installed some new water mains and service meters and lines said Sheridan mayor Tom Shaffer We haven t had any serious issues as of lately the PER and all of these projects are just preventative measures and upgrades While improvements have been made since the 2004 PER the purpose of the current report is to further identify water deficiencies still affecting the town or potential hazards The funding The PER included two different funding strategies one that includes the main on Crofoot Street and one without The council agreed unanimously to include the main on Crofoot Street in the project The biggest concern the council faced during the entire process was finding a way to complete the water project without having to raise water rates The funding for the project will come though construction grants and the State Revolving Fund Loan Forgiveness said Phillips adding that the loan will be paid back through the town s existing water rates We found that town had that money in their budget already and wouldn t have to raise water rates The entire project is based off approval of the grants and should any grants not be awarded Shaffer said the town will simply have to readjust We won t know about the grants until next year the next funding cycle he said Phillips said he feels strongly the town will be successful in the grant applications We have been really successful with these grants I m expecting good things Phillips said Other news Also during the March 21 meeting the town was approached with a water ordinance variance request regarding domestic wells and whether residents are required to hook up to town water After much debate the council unanimously tabled the discussion and scheduled a special meeting for March 25 According to town ordinance number 118 section nine subhead 21 residents within town limits who are not on town water have to hook up before the transfer or sale of their property Non conforming properties that transfer ownership must connect to the town water at their own expense at the time of the transfer Properties with domestic water wells that transfer ownership must connect to the town water system at the time of sale at the owners expense as stated in the 2012 ordinance These rules are in place for a reason and we need to stick to them so we don t create problems for councilmembers down the road said Shaffer during the special meeting Shaffer also said during the meeting that the town is simply following DEQ standards The state oversees this
