  • Commissioners host informational session about potential Big Sky TEDD and what it could mean to Madison County taxing bodies | The Madisonian
    A county forms a district but only within that county McCrady said Lifespan The life of a TEDD is 15 years but can be extended 25 or 40 years more due to bonding McCrady explained That increment is just a slowly growing pot of funds she said But the idea is to leverage it use the increment money to repay bonds or loans you take out to do infrastructure improvements Essentially a bond or loan can be taken out to complete an improvement like putting in a sewer main and then the tax increment funds from the TEDD would be designated to pay back that bond or loan That is really the purpose of putting a TEDD together rather than letting the funds slowly grow McCrady said Community member Kurtis Koenig asked McCrady if the baseline is ever re evaluated Absolutely yes she said That can be done Or they can remit money back to taxing bodies from increment funds Which governing body sits at that switch Koenig asked Who makes that call McCrady explained that it is up to the county to make decisions about the TEDD including remitting money back to the taxing bodies or adjusting the baseline or even excluding some development from the TEDD Impact on taxing bodies The proposed TEDD boundary impacts 12 taxing districts Big Sky Fire Department Big Sky School District Big Sky Water and Sewer District Ennis School District Gallatin Canyon Big Sky Zoning District Gallatin Conservation District Gallatin County Gallatin County Open Lands Madison Conservation District Madison County Madison Valley Cemetery District and Madison Valley Hospital District Take the Ennis School District as an example According to Superintendent Jon Wrzesinski the school board has done a good job to cut the school s current mills down and to use reserve funds It has saved taxpayer dollars Wrzesinski said But if they had foreseen this coming they probably wouldn t have depleted those reserves We re at the point now where we would nearly have to double our current mills if we lost the taxable revenue from Big Sky Wrzesinski acknowledged the school receives some funding from the state but that the majority of the school s budget comes from property taxes We could not operate without that money he said simply It costs money to provide a quality education Wrzesinski pointed out the flexibility of a TEDD saying the commissioners would have the choice to carve certain things out of the TEDD residential development for example Most of the development up there is residential it s private he said Yes there is a public need for infrastructure but where do you draw the line with something like a sewer if private structures and condos want to tie in If you use a TEDD to put in a sewer with private tie ins would that be adding value to private development MVMC CEO John Bishop brought up another concern in Big Sky You have a workforce that can t afford to live

  • Treated sewage from Big Sky spills into Gallatin River | The Madisonian
