    the new High Hazard dam to permit construction of the dam The dam is approximately 35 feet in height with a 10 foot by 10 foot cast in place concrete riser box connected to a 6 foot diameter reinforced concrete pipe outlet S ME also assessed the hydrologic contribution of the watershed to the lake Due to the close proximity of houses immediately downstream of the proposed dam S ME modeled the potential flooding of the downstream channel resulting from a simulated breach of the dam S ME used the data from the breach analysis to identify the impacted homes and to prepare an Emergency Action Plan for the dam S ME performed a geotechnical subsurface exploration and geotechnical analyses for the new dam embankment including review of previous engineering studies at the site performing soil test borings exploring potential dam borrow sites performing extensive laboratory testing to estimate embankment material engineering properties and strength and seepage and slope stability analyses required to meet North Carolina Dam Safety requirements for a High Hazard Dam The seepage and slope stability analyses considered the stability of routine operating conditions as well as extreme events such as rapid drawdown conditions for upstream dam slope and earthquake loading for the downstream slope In addition to dam design services S ME provided jurisdictional delineation of on site streams and wetlands protected species and cultural resources assessments and acquisition of an Individual Permit IP from the U S Army Corps of Engineers and 401 Water Quality Certification WQC from the North Carolina Division of Water Quality DWQ for the project To account for the unavoidable loss of the on site stream S ME also developed a mitigation plan that included construction of littoral shelves vegetated with wetland plant species along portions of the lake preservation of

    restoration design that included the use of rock vanes j hooks and step pools A major design factor was the need to comply with no rise provisions of the Federal Emergency Management Agency FEMA and City of Knoxville and prepare a Conditional Letter of Map Revision CLOMR for FEMA Intensive modeling was undertaken using the U S Army Corps of Engineers HEC 2 and HEC RAS surface water models as part of satisfying these requirements This iterative modeling resulted in modifications to the design to meet the government requirements A comprehensive approach to construction storm water management was also incorporated into the design This project provided several benefits to the community including allowing an existing big box retailer to expand in place rather than relocating and creating a gray field site as well as improving the natural resource value of Love Creek The construction and mitigation project was completed in February 20 Our client expressed satisfaction and appreciation of S ME s achievements in overcoming challenges to meet and exceed the project s rigid needs We worked closely with client and owner representatives to complete tasks on schedule and within budget Gallery Markets Commercial Local Municipal Parks Recreation Retail Services
