    economy than hopelessness 2 Previously hoarded resources money or forms of money on the Hope and Promise of improvement will be drawn into a beleaguered and stressed economy 3 The TLT s will become a form of instantly created wealth that could be traded sold encumbered borrowed against which in turn will bring more hoarded money into the economy As is done throughout the world all Lottery numbers would be drawn on USSR television to impart and ensure a sense of fairness to all participants as well and let the population vicariously participate in the process Following is proposed framework for the Land Titles Temporary Land Title TLT Each lottery winner would receive a TLT to a specific section of land The TLT would be transferable that is could be sold it or used as collateral to borrow against perhaps to buy seed or farm machinery The TlT would be subject to several restrictions 1 To deter huge blocks of land ownership or control that is the bane of so much of the world TLT s could only be owned by individuals not corporations or any form of non participatory ownership Further there would be a limit of 10 TLTs to any single individual 2 The land would have to start producing a minimum ruble amount of food within a stated time period probably 1 3 years or the land would go back into the lottery 1 000 rubles productive value per hectare per year as a minimum for example would assure the land was being put to productive use Requiring a monetary value of production rather than quota amounts of specific commodities i e bushels of wheat ensures that the products society values most will be produced After the initial startup period any two or three years in a row not producing the minimum value would cause TLT reversion to the State back into the lottery 3 After two or three years the TLT owner would pay a minimal tax of at least 100 rubles but not more than 10 of the value of the production each year to the State for the life of the TLT The minimal tax does several things 3a The 1 000 ruble annual minimum production assures an income flow to the State via taxes for social services to the rest of the population and food production for the marketplace 3b The 10 limit assures the TLT owner the State will not confiscate his labor One can best rest assured the Russians will be no less inventive in taxation schemes than in the US to bring it past the 50 and higher level that exists here 3c It allows the TLT owner resources money to reinvest in his land tractors animals etc further increasing production benefiting the State higher tax revenues for social programs the TLT owner increased profits and society jobs building tractors etc more and cheaper food 4 The TLT would have a life span of 10 years at the end of

    body Given numbers 4 5 above then cancer is less serious if indeed serious is the right word if it establishes itself in the breast rather than the liver bone colon lung etc area In other words if the INITIATOR didn t have the breast to go to it would settle in an area less conducive to treatment Physically if not emotionally the removal of a breast is far less traumatic during treatment and post treatment both than the removal of a lung or a leg which would be the case if the cell hadn t settled in the breast The theory is accurate only to the extent the INITIATOR that affects the breast would be equally as destructive in another part of the body If it wouldn t then it indicates a gender specific cell affecting women only ignoring those rare cases where it occurs in men It seems to me the hypothesis should be relatively easy to check if there is a population where cancer exists but does not exhibit the preponderance of breast infection If in examining that population the incidence of cancer is evenly split between genders and generally occurs at the same rate then it can be assumed the hypothesis is correct Additionally given the advanced techniques in micro biology today there may be a way to compare the cells of a breast cancer to those of liver colon prostate etc to see if they are the same While such information will probably have no effect in the search for a cure and won t change the incidence of cancer it would ease the psychological impact on women Many have an irrational fear of breast infection and have a tendency to view it as another curse they have to bear If my hypothesis is true then the curse is in fact a blessing Having been infected with a cancer INITIATOR a woman has a 28 chance of it settling in a less serious area or at least being more easily detected earlier and a much higher cure rate Note to Dr P Sloan Kettering no doubt has a large data base on cancer in its computer that contains thousands of fairly complete case histories The data base is undoubtedly being continually searched sorted collated and otherwise manipulated in the search for answers to this abomination A problem often arises for the researcher in being overwhelmed with information too much or it s not in a format that is readily comprehendable The answer to these problems is in programming the computer to retrieve the information for the researcher in a format he can easily readily understand Programming a computer is a very intensive tedious and time consuming job Consequently it s usually expensive Which is where I come in I write software for small businesses or applications that don t readily lend themselves to packaged or off the shelf software Being retired I also have a lot of time on my hands I am offering that

    or Durocs My friend Wayne is very excited about the future of this business He has been raising hogs for 20 years and the most he ever made was 420 in 1978 until this year when he got your check for 1 000 for not raising hogs If I can get 1 000 for not raising 50 hogs will I get 2 000 for not raising 100 hogs I plan to operate on a small scale at first holding myself down to not raising about 4 000 hogs which will give me 80 000 income the first year Then I can buy an airplane to better keep track of the hogs I m not raising As I see it the hardest part of this program will be keeping an accurate inventory of how many hogs I haven t raised Now another thing these hogs I will not raise will not eat 100 000 bushels of corn I understand that you also pay farmers for not raising corn and wheat Will I qualify for payments for not raising wheat and corn not to feed the 4 000 hogs I am not going to raise I want to get started not feeding as soon as possible as this seems to be a good time of the year to not raise hogs and grain and I don t want to miss the best of the season I am also considering the not milking cows business so please send me any information on that also In view of these circumstances I understand that the government will consider me totally unemployed so I plan to file for unemployment and food stamps as well Be assured that you will have my vote in the coming elections Patriotically yours Otis Deal PS Would you please notify me

    Which bigeye and yellowfin stocks Where During what time frame All the world s large pelagic fish are being consumed to some extent by human and non human predators It is a fish eat fish world But although tunas are top of the chain predators comparing tunas to tigers in other respects is flirting with the absurd Tigers as mammals reproduce at a few percentage points annually Tunas more akin to butterflies from the point of view of reproduction can sustain takes by people of 40 percent or more annually without any impact on the stocks One giant tuna for example produces millions of eggs several times a year As long as fish managers control the fishery well the fish are protected from harm whether they are chased by 500 men in 500 inefficient boats or 50 men in five efficient boats There are equal examples of management successes and failures in artisanal fisheries and high tech industrial operations Some sportfishermen argue that since there are more of them their activities should take precedence over the smaller number of commercial fishermen Ignoring the hundreds of millions of U S consumers dependent on commercial fishermen this argument makes one wonder if an abundance of weekend gardeners means society no longer needs farmers A crisis style fundraising piece wails there won t be any fish left for recreational fishermen like you and me and our kids and grandkids that commercial fishermen are on industrial search and destroy missions to strip mine nearly every living thing in the sea A T shirt distributed through a sportfishing magazine on the east coast shrieks stop the slaughter of yellowfin tuna and calls for a ban on purse seines commercial nets to catch yellowfin Purse seines are highly efficient taking tons of tuna in one haul but a comparison of the tonnage of this stock of yellowfin reveals that the weekend fishermen are hauling in thousands of tons of yellowfin annually while the purse seine fleet catches a fraction of this A T shirt with a cattle barge of tourists tossing hundreds of lines over the side could more truthfully wail stop the slaughter But even that would miss the mark since it is not unusual for well managed yellowfin stocks to yield hundreds of thousands of tons of tuna annually for human consumption The exploitation of conflicts between recreational and professional fishermen is a red herring All uses are commercial and decisions must be made on science and what is best for the oceans and society not who is yelling louder or delivering the most votes that week The poster fish for the save the ocean wildlife campaign the western Atlantic bluefin tuna is protected by a 2 200 metric ton quota set by the International Commission for the Conservation of Atlantic Tunas ICCAT An example of the precautionary approach in action ICCAT set this quota low due to the lack of scientific information on this desirable stock of fish The quota is expected to

    another 40 000 indirect jobs created necessary to make the conversion Overnight Fort Dix is turned from a balance sheet liability a federal deficit contributor to an asset a federal deficit reducer secured by airport bonds backed by Uncle of course The entire country would shown by a little state how to handle both the defense and the deficit problems Florio Flyers Air pollution by cars is well documented and everyone agrees mass transit can be a major alleviator of the problem Everyone that is except the people who are proposed to leave their cars and use mass transit a fine idea that doesn t work It seems few people will leave their cars to go to mass transit So how about taking the mass transit to their cars What I propose is to set up a subway type bus system along the major commuter arteries The easiest way to describe it is to use the Parkway as an example but it can be made applicable with appropriate modifications to any of the major automobile commuter routes Routes 80 280 46 etc especially limited access highways The Parkway would set aside or utilize existing parking areas every few miles preferably not more than five Commuters would park and board Florio Flyers specifically designed described later for commuters They would travel to a stop nearest their workplace where they would catch a company shuttle to work At night the process is reversed The key is to provide comfortable dependable and frequent service The Florio Flyers actually bus type vehicles would go from parking lot to parking lot picking up and discharging as needed They would be roomy air conditioned heated have comfortable reclining seats pull down trays desk tops cellular pay phones jacks to plug in portable computers ear phone jacks maybe even tv s more amenities than could be expected in a car The comfort level is important to attract people who may spend up to 20 hours a week in cars and won t give them up easily Decent facilities would even allow the more ambitious to use the Flyer as an office extension The Flyers would travel on dedicated lanes not unlike the ill fated commuter lanes of a few years ago assuring timely unhindered schedules Because the Flyers would be specifically built for commuter use on designated roads only like the Parkway they could be could be under oversized to a point for comfort and efficiency designed for quick easy in egress maybe like a subway type platform have a suspension system that doesn t have to accommodate varying road surfaces and therefore be more friendly Keeping them to the generally well maintained limited access highways should go a long way to keeping maintenance costs down a major component in mass transit It shouldn t be difficult for NJDOT to come up with incentives for enployers to provide a shuttle service between state parking areas and factories office buildings etc It s in their interest if only
