    little or no taxes The original Bush plan ensured that dividends from such companies would not get a tax break But those safeguards vanished from the final bill dividends will get special treatment regardless of how much tax is paid by the company that issues them This little change has two big consequences First as Glenn Hubbard the former chairman of the president s Council of Economic Advisers and the author of the original plan delicately puts it It s hard to get a lot of progressivity at the top Translation wealthy individuals who get most of their income from dividends and capital gains will often end up paying lower tax rates than ordinary Americans who work for a living Second the tax cut originally billed as a way to reduce abuses may well usher in a golden age of tax evasion We can be sure that lawyers and accountants are already figuring out how to disguise income that should be taxed at a 35 percent rate as dividends that are taxed at only 15 percent Since there s no need to show that tax was ever paid on profits tax shelters should be easy to construct Of course the big betrayal was George W Bush s decision to push this tax cut in the first place There is no longer any doubt that the man who ran as a moderate in the 2000 election is actually a radical who wants to undo much of the Great Society and the New Deal Look at it this way as the Center on Budget and Policy Priorities points out this latest tax cut reduces federal revenue as a share of G D P to its lowest level since 1959 That is federal taxes are now back to what they were in an era when Medicare and Medicaid didn t exist and Social Security was still a minor expense How can we maintain these programs which have become essential to scores of millions of Americans at today s tax rates We can t Grover Norquist the right wing ideologue who has become one of the most powerful men in Washington once declared I don t want to abolish government I simply want to reduce it to the size where I can drag it into the bathroom and drown it in the bathtub Mr Bush has made a pretty good start on that plan Which brings us back to Senator Miller and all those politicians and pundits who still imagine that there is room for compromise that they can find some bipartisan middle ground Mr Norquist was recently quoted in The Denver Post with the answer to that Bipartisanship is another name for date rape Published on Tuesday June 6 2003 by the New York Times Fair Use Notice This site contains copyrighted material the use of which has not always been specifically authorized by the copyright owner We are making such material available in our efforts to advance understanding of environmental political economic

    Medicaid which didn t exist in the 1950 s and Social Security which will become far more expensive as the population ages Defense spending has fallen compared with the economy but not that much and it s on the rise again The answer is that it can t The government can borrow to make up the difference as long as investors remain in denial unable to believe that the world s only superpower is turning into a banana republic But at some point bond markets will balk they won t lend money to a government even that of the United States if that government s debt is growing faster than its revenues and there is no plausible story about how the budget will eventually come under control At that point either taxes will go up again or programs that have become fundamental to the American way of life will be gutted We can be sure that the right will do whatever it takes to preserve the Bush tax cuts right now the administration is even skimping on homeland security to save a few dollars here and there But balancing the books without tax increases will require deep cuts where the money is that is in Medicaid Medicare and Social Security The pain of these benefit cuts will fall on the middle class and the poor while the tax cuts overwhelmingly favor the rich For example the tax cut passed last week will raise the after tax income of most people by less than 1 percent not nearly enough to compensate them for the loss of benefits But people with incomes over 1 million per year will on average see their after tax income rise 4 4 percent The Financial Times suggests this is deliberate and I agree For them it says of those extreme Republicans undermining the multilateral international order is not enough long held views on income distribution also require radical revision How can this be happening Most people even most liberals are complacent They don t realize how dire the fiscal outlook really is and they don t read what the ideologues write They imagine that the Bush administration like the Reagan administration will modify our system only at the edges that it won t destroy the social safety net built up over the past 70 years But the people now running America aren t conservatives they re radicals who want to do away with the social and economic system we have and the fiscal crisis they are concocting may give them the excuse they need The Financial Times it seems now understands what s going on but when will the public wake up Published on Tuesday May 27 2003 by the New York Times Fair Use Notice This site contains copyrighted material the use of which has not always been specifically authorized by the copyright owner We are making such material available in our efforts to advance understanding of environmental political economic democratic domestic and international issues

    with both parties If you want to play in our revolution Tom DeLay the House majority leader once declared you have to live by our rules Lobbying jobs are a major source of patronage a reward for the loyal More important however many lobbyists now owe their primary loyalty to the party rather than to the industries they represent So corporate cash once split more or less evenly between the parties increasingly flows in only one direction And corporations themselves are also increasingly part of the party machine They are rewarded with policies that increase their profits deregulation privatization of government services elimination of environmental rules In return like G M and Verizon they use their influence to support the ruling party s agenda As a result campaign finance is only the tip of the iceberg Next year George W Bush will spend two or three times as much money as his opponent but he will also benefit hugely from the indirect support that corporate interests very much including media companies will provide for his political message Naturally Republican politicians deny the existence of their burgeoning machine It never ceases to amaze me that people are so cynical they want to tie money to issues money to bills money to amendments says Mr DeLay And Ari Fleischer says that I think that the amount of money that candidates raise in our democracy is a reflection of the amount of support they have around the country Enough said Mr Confessore suggests that we may be heading for a replay of the McKinley era in which the nation was governed by and for big business I think he s actually understating his case like Mr DeLay Republican leaders often talk of revolution and we should take them at their word Why isn t the ongoing transformation of U S politics which may well put an end to serious two party competition getting more attention Most pundits to the extent they acknowledge that anything is happening downplay its importance For example last year an article in Business Week titled The GOP s Wacky War on Dem Lobbyists dismissed the K Street Project as silly and downright futile In fact the project is well on the way to achieving its goals Whatever the reason there s a strange disconnect between most political commentary and the reality of the 2004 election As in 2000 pundits focus mainly on images John Kerry s furrowed brow Mr Bush in a flight suit or on supposed personality traits But it s the nexus of money and patronage that may well make the election a foregone conclusion Published on Tuesday June 27 2003 by the New York Times Fair Use Notice This site contains copyrighted material the use of which has not always been specifically authorized by the copyright owner We are making such material available in our efforts to advance understanding of environmental political economic democratic domestic and international issues etc We believe this constitutes a fair use

    s huge tax cuts have been touted both as an economic stimulus and a way to shrink the federal government by denying it future revenues to spend The latter goal was also Reagan s when he pushed tax cuts more than 20 years ago Reagan genuinely believed that government was bad It was a central tenet of his ideology But for this nonideological administration there s an overriding political reason to scale back government Federal workers and employee unions are among the biggest contributors to the Democratic Party Forget the economy Tax cuts hit the Democrats where it hurts right in the wallet The list goes on Bush s flirtation with school vouchers is called a way to improve education but vouchers also would politically disempower teachers unions another source of Democratic funding and support The regulations issued last week by the Federal Communications Commission allowing media conglomerates to own more television stations are said to foster competition But they are also a means to empower conservative voices like that of Rupert Murdoch whose Fox News often seems like an adjunct of the Bush White House The faith based initiative moving social services from government and community organizations to religious ones Ð is portrayed as a way to make delivery of such services more efficient Politically it would undermine more liberal oriented community institutions and advocates that might aid the Democrats The administration s conservative judicial appointments are hailed as necessary to ensure a strict interpretation of the Constitution But they are also a political means not only to disable laws Ð like the McCain Feingold campaign finance reform act that favor Democrats by regulating fund raising but also to make laws that will aid Republicans in a host of areas from the environment to product safety to redistricting The administration brief opposing affirmative action was issued in the name of fairness but is also a long range political plan to slow the growth of a minority professional class that would be likely to vote Democratic And attempts to privatize Medicare and Social Security in the name of freedom of choice are really a blow aimed at the base of the Democratic Party because these programs are most identified with Democrats and are still a reliable source of goodwill for the party In each case the ideological façade hides the political goal This magical turn of policy into politics is no less applicable to foreign affairs The administration claimed the Iraq war was fought to disarm Saddam Hussein of his weapons of mass destruction and to prevent the Iraqi dictator from aiding terrorists But as a political matter the war struck the Democratic Party at one of its vulnerabilities the idea that Democrats are weak on defense The president s sudden interest in brokering a Palestinian Israeli peace also bears Rove s fingerprints For a man who has formulas measuring the potential effect on voting of every presidential decision he knows a Middle East peace could pry Jewish voters and

    s not just declaring that he s a Democrat He s declaring that he s a Kerry Democrat and the way he wants to make a difference in the world is to get his former boss out of office Although Beers has worked in three Republican administrations he is a registered Democrat He wanted to leave the NSC quietly so when he resigned he said it was for personal reasons His friends called worried Are you sick When Beers joined the White House counterterrorism team last August the unit had suffered several abrupt departures People had warned him the job was impossible but Beers was upbeat On Reagan s NSC staff he had replaced Oliver North as director for counterterrorism and counternarcotics known as the office of drugs and thugs Randy s your model government worker said Wendy Chamberlin a U S Agency for International Development administrator for Iraq who worked with Beers on counterterrorism on the NSC of the first Bush administration He works for the common good of the American people He s fair balanced honest No one ever gets hurt feelings hearing the truth from Randy The first thing Beers noticed when he walked into his new office was the pile of intelligence reports The threat stuff as Beers calls it was 10 times thicker than it had been before the 1998 U S embassy bombings He was in a job that would grind down anyone Every day 500 to 1 000 pieces of threat information crossed his desk The typical mix included suspicious surveillance at a U S embassy surveillance of a nuclear power plant or a bridge a person caught by airport security with a weapon or an airplane flying too close to the CIA a tanker truck which might contain a bomb crossing the border and heading for a city an intercepted phone call between suspected terrorists Most of the top secret reports pumped into his office from the White House Situation Room didn t pan out Often they came from a disgruntled employee or a spouse When the chemical agent ricin surfaced in the London subway we were worried it might manifest here he said The challenge was Who do we alert How do you tell them to organize Every time the government raises an alarm it costs time and money There s less filtering now because people don t want to make the mistake of not warning he said Before Sept 11 2001 the office met three times a week to discuss intelligence Now twice a day at 7 a m and 3 p m it holds threat matrix meetings tracking the threats on CIA spreadsheets It was Beers s task to evaluate the warnings and to act on them It s a monstrous responsibility said William Wechsler director for transnational threats on Clinton s NSC staff You sit around every day thinking about how people want to kill thousands of Americans Steven Simon director for counterterrorism in the Clinton White House

    American city every day of every week Take the FCC decision of a fortnight ago The only people who favored it were the three commissioners who voted for it the Bushies who led them and the communication companies that stand to increase their fortunes from it The remainder of America was against it yet it slithered its way into law We should be protesting anti American stuff like that We should make our voices heard Just last week the Bushies edited out data about climate change in an Environmental Protection Agency report Bush made it clear early in his administration that he has no interest in environmental protections that might cost industry money so he and his cronies are pretending global warming can t possibly exist We should be protesting stuff like that The air we breathe and the water we drink are far more important than any company s profits But we must not divert our energies To be successful we must focus Our job is to protect ourselves from Bush We should let other social ills pass for the moment Saving our nation is more important than saving the whales To be successful our movement can t be limited only to Bush s political opponents Democrats liberals and professional rabble rousers We need good conservatives who are tired of playing follow the leader as they watch our liberties go down the drain The salvation of our nation is not a partisan issue In Congress we need more John McCains senators and representatives who think for themselves and refuse to slavishly follow the party line We need conservative citizens who will do the same We need brave Democrats in office if they exist and even braver Republicans like Jim Jeffords of Vermont who risked all to save his nation We need the help of rich people who love their country people like George Soros or Bill Gates Sr or Bill Gates Jr We need to get out of Afghanistan as well as Iraq For all our bluster over there we control perhaps one neighborhood of Kabul The rest of the country is controlled by warlords and drug lords The opium poppy crop is leaving Afghanistan by the ton so where is our sanctimonious war on drugs Folks Bush and his gang have angered our enemies and inspired them to try harder Thus our foes are doing exactly what we would be doing if we were in their shoes planning bigger and better attacks We treat them as if they are one criminal organization run by Osama bin Laden but in fact they re a hydra headed monster that can t be defeated Chop off one head and another appears Our only hope is to learn to get along with them and the Bush people are doing just the opposite We should be protesting such a stupid foreign policy not just in the streets but in letters to the editors calls to talk shows and discussions with our friends and
