    Osama bin Laden Cheney dismissed Barlow s report because he desperately wanted to sell Pakistan the F 16 fighter planes Several months later a Pentagon official was told by Cheney to downplay Pakistan s nuclear capabilities when he testified on the threat before Congress Barlow complained to his bosses at the Pentagon and was fired Three years later in 1992 a high ranking Pakistani official admitted that the country had developed the ability to assemble a nuclear weapon by 1987 Mother Jones reported In 1998 Islamabad detonated its first bomb During the time that Barlow prepared his report on Pakistan Bryan Siebert an Energy Department analyst was looking into Saddam Hussein s nuclear program in Iraq Siebert concluded that Iraq has a major effort under way to produce nuclear weapons and said that the National Security Council should investigate his findings But the Bush administration which had beensupporting Iraq as a counterweight to the Ayatollah Khomeini s Iran ignored the report the magazine reported This was not a failure of intelligence Barlow told Mother Jones The intelligence was in the system Cheney went to great lengths to cover up Pakistan s nuclear weaponry In a New Yorker article published on March 29 1993 http www newyorker com archive content 040119fr archive02 investigative reporter Seymour Hersh quoted Barlow as saying that some high ranking members inside the CIA and the Pentagon lied to Congress about Pakistan s nuclear arsenal so as not to sacrifice the sale of the F 16 fighter planes to Islamabad which was secretly equipped to deliver nuclear weapons Pakistan s nuclear capabilities and the had become so grave by the spring of 1990 that then CIA deputy director Richard Kerr said the Pakistani nuclear threat was worse than the Cuban Missile crisis It was the most dangerous nuclear situation we have ever faced since I ve been in the U S government Kerr said in an interview with Hersh It may be as close as we ve come to a nuclear exchange It was far more frightening than the Cuban missile crisis Presently Kerr is leading the CIA s review of prewar intelligence into the Iraqi threat cited by Bush Still in l989 Cheney and others in the Pentagon and the CIA continued to hide the reality of Pakistan s nuclear threat from members of Congress Hersh explained in his lengthy New Yorker article that reasons behind the cover up revolves around the fact that the Reagan Administration had dramatically aided Pakistan in its pursuit of the bomb President Reagan and his national security aides saw the generals who ran Pakistan as loyal allies in the American proxy war against the Soviet Union in Afghanistan driving the Russians out of Afghanistan was considered far more important than nagging Pakistan about its building of bombs The Reagan Administration did more than forgo nagging however it looked the other way throughout the mid nineteen eighties as Pakistan assembled its nuclear arsenal with the aid of many millions of dollars

    of Halliburton to become George W Bush s running mate in 2000 has no role in awarding Pentagon contracts The Pentagon audit depicts a situation where costs are virtually uncontrolled and Halliburton can overcharge the taxpayer by phenomenal sums Waxman wrote Given our nation s mounting debt and the escalating costs in Iraq all members of Congress should be extraordinarily concerned about this new evidence of waste fraud and abuse in contracting in Iraq Halliburton which has received 5 8 billion in Iraq contracts has repeatedly denied any wrongdoing Company spokeswoman Wendy Hall said Wednesday We are disappointed once again that selective portions of audit reports have been released publicly Releases of partial reports are inappropriate because the true and complete story cannot be conveyed In fact the release of these reports could violate established federal policy In its internal investigation released earlier this year the Houston based oil and engineering conglomerate found significant problems with its cost estimates Halliburton told federal securities regulators Monday it expects a formal Pentagon inquiry into alleged deficiencies in its procurement procedures in Iraq and Kuwait The company told the Securities and Exchange Commission it has credited 36 million to the Defense Department and delayed billing the Pentagon for an additional 141 million because of the problems Senior Defense Department officials declined to comment on Waxman s memo Wednesday At today s hearing House Democrats will try to make public the so called flash report of Dec 31 by the Pentagon auditors but that requires a majority of votes on the oversight committee which is controlled by Republicans In the memo Waxman quotes the report as saying there were significant deficiencies in the way Halliburton estimated costs The 2 7 billion proposal from Halliburton did not contain current accurate and complete data regarding subcontractor costs according to Waxman s excerpt of the report Halliburton according to Waxman s summary told the government it would cost 1 billion to provide food for U S troops but based that figure on two subcontracts it already had canceled Hall the company spokeswoman said Halliburton had told the government of the cancellations When the auditors gave Halliburton a chance to respond the company told the agency the problem wasn t systemic but was a unique situation according to Waxman s memo However Waxman wrote that the audit agency dismissed that explanation saying it was not a onetime occurrence it is systemic According to the memo less than two weeks after the agency s flash report the auditors wrote to the Army Corps of Engineers saying that Halliburton s systemic problems bring into question the company s ability to consistently produce well supported proposals that are acceptable as a basis for negotiation of fair and reasonable prices The auditors asked the corps to consult with them before giving Halliburton another contract but the corps ignored the request On Jan 16 it gave Halliburton a 1 2 billion contract to restore oil services to southern Iraq according to Waxman Halliburton

    cease and desist from further violations of the securities laws and to pay 50 000 Neither he nor the company admitted or denied the commission s allegations Gary Morris who was the chief financial officer of the company at the time the actions occurred did not settle The commission filed a civil lawsuit against him in federal district court in Houston David Lesar who succeeded Cheney as the company s chief executive in 2000 said We are pleased to bring closure to this matter Both Halliburton and the commission said the 7 5 million fine which was relatively large for a case in which the commission did not even require the company to restate its earnings in part reflected the company s conduct during the investigation The company said the commission believed that there were lapses in the company s cooperation with the SEC staff which had the effect of delaying the production of information and documentation necessary to an expeditious completion of its investigation Until the second quarter of 1998 Halliburton had dealt with cost overruns on projects by taking a loss for the amount of the overrun unless and until the company that it was working for agreed to pay part or all of the overrun But confronted with a large overrun on a fixed fee project to build a gas production plant in the Middle East the commission did not say in which country Halliburton changed its policy so that it would record the income it thought the customer would eventually agree to pay That change in policy was not disclosed until March 2000 when the company filed its 1999 annual report with the SEC The commission said that pretax profit for all of 1998 was reported at 278 8 million 46 percent more than the 190 9 million that would have been reported under the old accounting The first three quarters of 1999 also had earnings that were about 40 million higher than they would have been although the percentage increases were smaller At the time the accounting was changed Halliburton was in the midst of preparations to merge with Dresser Industries and was dealing with a decline in the company s share price brought on in part by slumping oil prices It reported a 34 percent gain in profit for the quarter far better than other oil services companies were reporting and Cheney said then that Halliburton continues to make good financial progress despite uncertainties over future oil demand The commission said on Tuesday that the gain would have been just 6 7 percent but for the undisclosed change in accounting policies In a call with analysts at the time the company said Brown Root Energy Services profit rose 40 percent during the quarter while in fact the agency said the operations would have reported a loss without the change in policy Nonetheless the company took a cautious tone in that conference call leading analysts to cut profit estimates and causing the stock to fall
