    issues and disparities in regional access have all been significant concerns often leading to unfavorable media attention Following a news report which disclosed the death of a 58 year old woman who had waited more than two years for heart surgery the Manitoba Health Minister ordered an external review of cardiac care within the Winnipeg Regional Health Authority WRHA The final report of the external review i e the Koshal Report which was released in August 2003 included 42 recommendations on how to build a first class cardiac care program in Manitoba In October 2008 I was asked by Dr Alan Menkis Medical Director of the WRHA s Cardiac Sciences Program and its Medical Director of Cardiac Surgery to conduct a follow up objective review of the Cardiac Sciences Program I agreed to do so in February 2009 The external review was to address a wide range of issues including the topics listed below Medical Director evaluation Political reality Management Decision making Committee structure Communication Resource constraints Resource allocation Needs assessment and staffing Structural and organizational change Faculty and staff deployment Scope of services Structure of the biomedical research enterprise Marketing and institutional promotion Media relations 2016 TransplantProfessionals com LLC
