    offer and went on trial acting as his own attorney At the trial the government played the tapes with Traficant and Charlie the Crab A colleague in the sheriff s department testified that Traficant had asked him five times to inflict a minor wound on him so that he Traficant could pretend he had gotten away from a mob assassination attempt Traficant relied on a former colleague a deputy to testify as to his character even though that individual had been fired for allegedly threatening to kill the mayor of Youngstown At any rate Traficant contended that what the tapes contained was nothing more or less than a portion of his own sting operation to infiltrate the mob He assserted that he had returned the bribe money that Charlie the Crab had given him And Charlie the Crab was not around to testify otherwise Traficant was acquitted Traficant emerged from this arena of almost certain political doom as a man who had beat the establishment and now championed himself as someone who had also fought the mob He was elected to Congress in 1984 In 1987 Traficant was brought to civil court by the government for failure to pay back taxes on the bribe money which he had not declared In court Traficant claimed there was no tax on campaign contributions though he had not listed this particular contribution on his campaign finance reports Traficant was convicted and continued to serve in Congress A former Chief of Staff of Traficant s Charles O Nesti was indicted and eventually pled guilty to perjury and racketeering charges Traficant was plainly bothered that I had been called to testify said Commander Donaldson after the May 6 subcommittee meeting Since last summer the commander feels he and his research was used in a deceitful manner by the Congressman In his statement to the subcommittee Donaldson accused the NTSB of having a bottom line that depends first on government bureaucracy s good will The NTSB s and FBI s oversight of the investigation invited political abuse by barring more competent independent ivestigations Referring to the recent conviction of James and Elizabeth Sanders for obtaining a portion of seat fabric from an authorized investigator in the hangar at Calverton where Flight 800 has been reconstructed Donaldson said As a past nuclear war planner it is disappointing that the same Justice Department that allowed our trillion dollar special weapons technology to be compromised by China because they refused to wire tap a spy before the 96 election didn t blink when a federal judge found Jim Sanders suffered unconstitutional searches and seizures nor blushed when Mrs Sanders shackled behind the back was dragged through a media circus on the way to arraignment She lost her airline career and her house This rabid behavior to get Terrell Stacey the TWA investigator and Sanders source and Sanders with the arrest the week before the NTSB s Public Hearing was planned for maximum intimidation Donaldson continued In fact Mr Hall

    the investigation early on largely because they too were convinced that the probe quickly would become a criminal matter What is not understandable is the FBI s arrogance Its leaders blocked the participation of experts with decades of experience in explosives and accident investigation It brought in experts who knew little or nothing about commercial aircraft The FBI also blocked up the exchange of information that normally occurs within an accident investigation and from the investigation to the flying public The NTSB for too long collaborated in cutting off the flow of accurate detailed information on the status of the accident probe This all fueled suspicions that the government was withholding what it really knew about the cause of Flight 800 s downing FBI officials stoked those suspicions with repeated leaks to the media of bomb damage evidence on Flight 800 s debris when in fact no conclusive evidence was in hand Others erred too The ATF jumped to the conclusion that a design flaw was to blame for the 747 s destruction before it had ruled out sabotage Having ceded leadership of the probe NTSB officials opted against waging a political fight to regain it The legacy of this collective mismanagement and the resultant finger pointing is widespread doubt about the government s conclusions on what really downed Flight 800 That doubt will linger for decades and serve as fodder for conspiracy theorists and television specials The price For one thing the doubt allows the FAA and the airline industry to discount the NTSB s findings and avoid taking more aggressive action to eliminate the threat of future fuel tank explosions For another the friends and relatives of Flight 800 s 230 victims may never find peace Each new discussion of missile strikes and government cover ups groundless or

    of the NTSB the agency charged by law with responsibility for aircraft investigations And yet all along it has seemed that the FBI was running the show Another item of interest in Kallstrom s March 14 letter to Director Freeh In addition if in the end the evidence indicates that the crash resulted from a criminal act the ATF report will no doubt be discoverable as Brady material In other words conflict with evidence brought against any parties accused In the letter Kallstrom also mentions further work that needs to be done to prove or disprove the missile hypothesis among them testing at the Navy s China Lake facility in California which had begun in October 1996 When those tests were completed in October 1997 and the investigators there drew up their report they recommended further and very specific tests to determine if a missile had hit Flight 800 Those recommended tests were never carried out The very next month November 1997 the FBI put the Flight 800 investigation in inactive pending status saying that they had not been able to prove the plane had been brought down by a criminal act or military accident and there was no further evidence to consider Another interesting document presented at the Grassley hearing was a December 1996 inter Bureau letter from FBI agent Dennis R Rich to another agent in the Bureau Ken Maxwell regarding the just released safety recommendations by the NTSB The recommendations were design modifications and the additions of such items as nitrogen inerting systems and the addition of insulation between heat generating equipment and fuel tanks in Boeing 747s Agent Smith wrote The overall feeling of all the parties working at the Calverton facility where the wreckage of Flight 800 was being reconstructed on determining the cause of the crash of TWA 800 is that they have been blindsided by the NTSB The Safety Recommendation is based on speculative theory as unsupported by evidence Agent Smith added that when a meeting was called by Bob Swaim of the NTSB Systems Group and he said that the NTSB was announcing recommendations that very day all of this was a complete surprise to all of the parties at Calverton Smith then goes on to challenge the assertions on which the NTSB made their recommendations saying there was no evidence at what height the explosion of Flight 800 occurred that the debris fields are more extensive and very much more complex than described by the NTSB that the center wing fuel tank failed in compression in other words from pressure from an outside source rather than as the NTSB said an explosion originating within the tank and added there is no evidence of ignition source of the CWT center wing fuel tank He adds To date a CWT explosion has not been documented by static electricity It is curious that if Sen Grassley were presenting this document as evidence that the FBI was taking the investigation in a single minded direction

    practice for the NTSB to include the unsynchronized transition data merely as a marking point to show the border or transition from the newest to the oldest data A product called Magna See r that contains an iron powder in a fast drying liquid is placed on the recording tape The powder makes visible the magnetic fields on what has been recorded on the tape Apparently according to the addendum the iron powder was used specifically to pinpoint what is called the erase write gap on the tape Data on the tape is erased just a bit ahead of new data being placed down on the tape This results in a gap between the newest and oldest data that approximates the distance between the erase and write heads the report says The gap is about three inches on the tape or about seven seconds In his analysis of the FDR and the addendum Howard Mann says that the NTSB s Recovery Analysis and Presentation System RAPS ignores the erasure gap RAPS the digital system used to transcribe the data makes no indication where the gap occurs The point is said Mann in a recent interview they are saying the data was transcribed out of snyc but the original data is still there so why can t they just go back to it The amplitude also decreases on either side of the erase write gap the report goes on to say then adds The degradation of the signal did not prevent RAPS from recovering the affected data Mann points out that the place on the tape at which the NTSB concludes power on Flight 800 was lost to the FDR may not be the last moment at which power was available to record data The NTSB s Sound Spectrum Study that analyzed the Cockpit Voice Recorder CVR on Flight 800 stated At time 73 seconds before the end of the recording and again at 68 seconds before the end there was a change in the background signal as observed on the Captain s radio channel Mann said that each of the 60 kilowatt generators on each of the four engines operate at the same rotation and speed and are linked together by what is called the Sync Bus In his own analysis Mann says Under certain Fault Conditions individual Bus Tie Relays open to isolate individual generators and their load buses from the rest of the electrical system Thus one generator may fall out of sync disrupting the even flow of power Mann gave the analogy of soldiers purposely marching out of step when crossing a bridge in order to disrupt the harmonic of their combined marching and put less stress on the structure of the bridge Citing the 73 and 68 loss of upper harmonics on the CVR Mann says We can logically assume that the 4 Bus Tie Relay has tripped due to some sort of fault He adds that the next automatic function would be for the 4

    list of questions to the F B I One asked if the F B I has been able to positively identify every single aircraft and surface vessel that was in the proximity of T W A Flight 800 at the time of the accident It took more than three months but in July 1998 an acting assistant director answered the Representative No Lewis Schiliro acknowledged the presence of the mystery boat which he said was at least 25 to 30 feet long and reached speeds of 35 knots close to 40 miles per hour Despite extensive efforts the F B I has been unable to identify this vessel he said The response is somewhat alarming given the F B I s assurances that it had turned over every stone and given the fact that many eyewitnesses on Long Island said they had seen a flarelike object streak up from the horizon before the explosion in the air Yet the speeding mystery boat goes unmentioned in the mainstream press I first learned about it in a scientific report on anomalies in the Government investigation that has been widely circulated on the Net I show this data to physicists and their jaws drop said the report s author Thomas Stalcup a graduate student in physics at Florida State University who heads an Internet group of 40 people with a technical background called Flight 800 Independent Researchers Organization or F I R O Mr Sephton a F I R O member said It s really weird that there are no eyewitnesses reporting from that vessel These are the people who are pulling out from under the flaming debris and none of them calls the 800 number that is set up by the F B I The N T S B s Mr Goelz disputes the suggestion that the boat was fleeing It s perfectly reasonable to assume because they were on a direct course and the explosion didn t occur in front of them that they didn t see it he said Given the boat s speed those on board may have heard nothing over the engine noise They would have to be deaf dumb and blind not to have seen something Mr Sephton said Commander Donaldson pointed out that the explosion was a huge physical event that filled the night sky behind the boat with a curtain of burning fuel It would be like having the sun come up at midnight right behind you he said You would feel heat on the back of your neck And you re going to feel the concussion The explosion rattled windows on the beach 10 miles away It would seem that even the F B I secretly regarded the 30 knot track as suspicious For six months the Government conducted a 5 5 million trawling operation of the waters surrounding the crash using scallop boats Commander Donaldson has obtained documents left by the F B I on one scalloper showing that the F B I
