specifically when he singled out the independent investigators saying that they do a disservice to us all but most especially to you the TWA 800 families who have suffered so much in this tragedy I informed the Chairman that there are several family members that deeply appreciate our work and think that is the NTSB who is performing the disservice David and I also discussed some other differences but remained cordial and professional throughout the meeting Chairman Hall appreciated our position and offered to meet privately with David FBI Director Louis Freeh and myself some time soon in an attempt to help answer any remaining questions that we may have Two separate times during the day Hall told David and me that he is committed to setting up the meeting We will definitely do our best to make this meeting happen Then at 6 00 PM today at the L Enfant Plaza Hotel we held a press conference to give our response to the NTSB meeting Family member Marge Gross joined us in the press conference C span covered this press conference which is scheduled to air later tonight at 2 45 AM after the NTSB coverage In summary David did an excellent job representing FIRO s position and Marge Gross looked into the camera and spoke directly to Chairman Hall reversing his opening comment about the independent investigators with their own agendas Hall will be quite uncomfortable if he watches I presented evidence the NTSB overlooked regarding the eyewitness testimony and highlighted inaccuracies in the NTSB Witness presentation by Dr Mayer I also blasted member Black for his statement about his suggestion that the streak of light eyewitnesses were drunk Family members Michel Breistroff and Donald Nibert were also present at the press conference and were scheduled to make

This made no sense especially since Dr Mayer himself had already made the point that the CWT explosion had probably not been visible to witnesses The area the witness saw the streak coming from matched other witnesses observations such as Tom Dougherty who was to the east at Dockers Restaurant and Richard Goss to the west at the Westhampton Yacht Club both of whom saw the streak rising from the area Weir placed it Furthermore Weir reported the 70 ton bridge shook How much TNT do you suppose it would take to shake a 70 ton bridge 11 NM from an accident site Other people on the mainland reported their houses shook as well Dr Mayer totally ignored the fact that USAir Fl 217 witness Dwight Brumley saw a rising streak of light emanating from SE of his position and instead tried to say that because Fl 800 was not in view of Brumley at the time of the CWT explosion anything Brumley saw subsequently could not be anything but the plane exploding on its own He neglected to mention the fact that the streak came from a position Fl 800 was never in and overtook USAir Fl 217 in 7 10 seconds According to Dr Mayer this event did not happen even if the witness saw it happen The fact is that Brumley s testimony dovetails with that of Christian Baur the ANG pilot with 20 10 vision who also reported a bright white light coming from SE colliding with another object Dr Mayer chose to quote ANG Maj Fritz Meyer who saw something coming from west the same direction from which TWA Fl 800 was coming drop down like a shooting star before exploding Dr Mayer then illogically claimed that because the ANG helicopter left Gabreski Field after the fireball and went straight to where the main fuselage landed this was proof they did not see the initiating event I believe Maj Meyer did see the initiating event as many eyewitnesses made a similar observation regarding the trajectory of the upward streaking light Meanwhile Baur sitting in the left hand seat was focusing on the same bright white light Dwight Brumley saw coming from the southeast which ended seconds later in a larger explosion Mr Weir and the ANG were working and were surely not drinking and Dwight Brumley also reported he had consumed no alcohol that evening Many of the witnesses saw both TWA Flight 800 and an ascending object Below are two Witness No 88 Interviewed 7 27 96 Date July 17 1996 Time Approximately 8 30 PM Location Fishing in eighteen foot Sea Squirt in Moriches Inlet 8 9 miles from the accident site All of a sudden witness heard an explosion He glanced over to the southeast and observed what he thought was a firework ascending into the sky He stated he originally felt this firework emanated from the shoreline on the other side of the jetty to the east Witness stated that he

shock front is advancing through The fuel air bomb mixture even though not compressed or confined detonates because the fuel air mixture effectively becomes an extension of the high explosive detonator Now back to the NTSB and the alleged frayed wiring in the almost empty TWA 800 center fuel tank In tests of an almost empty central fuel tank the NTSB apparently had some difficulty getting such a low pressure fuel air mixture to deflagrate But the NTSB fuzzed up the issue by calling the deflagration an explosion They announced that they had been able to get a simulated TWA 800 fuel tank to explode Well that s not a lie but then it s not exactly the truth either It s not as if the NTSB and the FBI didn t know the difference Here is the official FBI reconstruction of the hauntingly similar Avianca Airlines Flight 203 tragedy of Nov 27 1989 1 IED improvised explosive device detonates in area under seat number 14F and frame station 783 on passenger cabin floor 2 Passenger cabin floor penetrated 3 Passenger cabin fuselage skin and top of center fuselage fuel tank middle bladder section penetrated 4 Passenger cabin relatively slowly begins to decompress and to pressurize center fuselage fuel tank 5 A fuel air explosion and fuel ignition is initiated in top of center fuselage fuel tank spreading rapidly thru sic vent holes to right and left number 2 fuel tank wet wing sections and back into passenger cabin as pressure in fuel tank exceeds cabin pressure 6 Structure integrity of center fuselage wing box section and right and left wet wing fuel tank sections of number 2 fuel tank bulkheads are violated 7 Fuel in wet wing fuel tanks numbers 1 and 2 is ignited 8 The APU auxiliary power unit located at rear of center fuselage wing box section is blown to rear of aircraft by the force of the fuel air explosion within this center section fuel tank It is important to note that in the FBI Avianca reconstruction there was first a detonation of a high explosive device which penetrated the central fuel tank which then resulted in a fuel air explosion which was then followed by the ignition of the fuel in the wing tanks The Avianca fuel air explosion in the center fuel tank didn t blow off the front third of the aircraft It blew an auxiliary power unit aft but was not the principal cause of the loss of the aircraft But in the TWA 800 tragedy we know that something supersonic something that was over before the sound of it could reach the cockpit sound recorder instantaneously chopped all electrical power to the TWA 800 cockpit A concurrent powerful blast wave separated all of aircraft forward of the wing including the cockpit from the rest of the plane Then the fuel tanks in the wings of the plane deflagrated burning brightly for many seconds All that is consistent with what hundreds

attack Four years later after the most expensive air crash probe in history investigators have reached not a conclusion but the best theory they can muster from the evidence available A short circuit somewhere in the plane sparked an explosion in the Boeing 747 s center fuel tank Because the physical evidence was either destroyed in the blast or at the bottom of the sea and unrecoverable investigators cannot pinpoint exactly where the short circuit originated Nonetheless the physical and circumstantial evidence available is so strong and compelling that the Federal Aviation Administration has issued 37 directives to airline operators designed to improve safety and avert similar mishaps They include inspecting and replacing wiring in aging jetliners to reduce the danger of short circuits The agency is also studying the feasibility of pumping nitrogen into empty fuel tanks to displace combustion feeding oxygen While the exact cause cannot be established investigators have ruled out even the remote possibility that a criminal act caused the crash Thus the persistent rumors of terrorist missiles and cover ups are irresponsible and as James Hall chairman of the National Transportation Safety Board said this week do a disservice to all but most especially to

NTSB s conclusions there was nothing new about the arrogant tone In fact even the words being used were not unlike those of the former lead FBI investigator James Kallstrom who made a guest appearance at the meetings Early in the FBI s investigation of this bizarre explosion it was Kallstrom who left open the door to the possibility that a missile downed the aircraft just as it was he who later referred to the independent investigators who continued along that path as bottom feeders Given the simplistic conclusions that came out of the two day meetings it is hard not to wonder why so much time was devoted to admonishing those who consistently have requested answers to legitimate evidentiary questions For example the NTSB concluded that the witnesses to the explosion all 736 of them did not see what they reported seeing In fact what has been concluded is that these witnesses rather than seeing a flare like object rise from the water and culminate in a huge fireball actually witnessed only what has come to be referred to as the fuel falling from plane scenario That s right What the witnesses thought was ascending actually was according to the NTSB descending And the eyewitnesses simply were discounted if their statements didn t jibe with the NTSB master theory based upon its evidence This makes no sense in light of the fact that the NTSB acknowledged it has no physical evidence to support its theory that a spark initiated the explosive event in the center wing fuel tank Then there is the interesting concept of the 747 nose falling off the plane but continues to climb scenario This conclusion has left most independent investigators scratching their heads as it is widely recognized that such a feat defies the laws

claim an innocent genesis for the presence of such residues officials pieced together and circulated the story of a police canine explosives detection exercise taking place aboard the doomed aircraft weeks before the disaster Proof of that exercise aboard that particular aircraft remains incomplete and if the last elements of that arguable scenario collapse there is no benign explanation for bits of explosives being found within TWA Flight 800 Such a possible analytical vacuum invites consideration of non innocent explosive residue deposition on the aircraft leaving a gaping hole in official assurances of only good explosives residues on recovered wreckage 6 The radar tapes have never been shown and definitively explained A radar tape of the accident showing the destruction of the aircraft was leaked to the public Immediately after the accident a FAA Federal Aviation Administration technician stated the tape showed a possible intercept of the aircraft by a missile Such an interpretation was later dismissed by officials Persons possessing the tape were threatened with federal prosecution and the tape remains under official wraps to this day And that was the saga of only one radar tape Official explanations of what that tape showed and didn t show were so varied it was never clear what the simple truth of the data was There were many more radar sites having a view of the disaster Their original data has not been freely shared with the public by officials Radar data records supplied by officials have been selectively cropped resulting in incomplete views of the complete crash environment 7 Eyewitness information has been suppressed Eyewitnesses to the tragedy were not interviewed in a timely manner Some eyewitnesses waited months to be interviewed by officials Direct eyewitness testimony was excluded from the NTSB s December 1997 TWA Flight 800 Baltimore Hearings In most disasters eyewitnesses play a very positive major role in this case eyewitness information has been hidden by officials Officials claimed CIA and NTSB animations were based on eyewitness input the problem lies in finding any eyewitness who believes his or her inputs were followed by those animations For a considerable time the NTSB did no eyewitness interviews Then they were allowed to eyeball FBI eyewitness reports but not allowed to have copies of them More recently just this year eyewitness data has been released to the public The mantra of the official distrust of the eyewitnesses has appeared in three stages 1 some eyewitnesses had a poor partial view of the incident 2 some eyewitnesses read far too much into the fireball they saw in the sky or the sounds they heard and 3 eyewitnesses who had highly specific things to say about pre fireball events were simply mistaken These criticisms have been combined by officials to suggest that the sum total of eyewitness information lacks investigative utility And yet there many of those eyewitnesses remain still thinking they saw an ascending object approach the part of the sky TWA Flight 800 occupied as it was destroyed What if they are correct 8 Unknown vessels were close to the victim aircraft when it exploded After more than four years following the disaster officials refuse to identify some of the radar tracks passing quite near the victim aircraft At least one of those unidentified tracks was virtually underneath the aircraft when it exploded Immediately after the explosion it fled the scene instead of arriving to lend rescue and recovery assistance Officials continue to refuse to identify that vessel The identity of that vessel is still not publicly known This is a strange investigation initiative What reason is a logical one to keep the identity of this vessel concealed for more than four years What mandate for concealment in 1996 would remain valid in 2000 What if the identity of that vessel was never determined then and remains officially unknown today How is a case of this magnitude closed with unidentified witnesses or worse existing who are known to have been in close proximity to the disaster Concealing information like this does not make sense 9 The Flight Data Recorder s information needs further interpretation When private researchers noted abnormalities in the FDR Flight Data Recorder records of the victim aircraft the NTSB simply drew a line through the suspect data and stated that data belonged to another flight Additional FDR abnormalities remain unexplained almost three years after the crash Still true The FDR data remains a question mark to this day Since the paragraph above was written there have been additional official attempts to explain the FDR None of those have succeeded in clearing up vital questions posed by the public concerning the substance and structure of the FDR s data 10 The armed services have not been sufficiently frank Despite initial official denials that military exercises had been scheduled for the ocean areas just to the south of victim aircraft s flight path it was later determined that military exercises had indeed been carried out not far from the disaster scene The numbers and types of military ships south of Long Island at the time of the accident were also initially minimized and misrepresented by officials These confusions persist A general rule of thumb is that persons trying to conceal their actions can produce a hundred stories to convey the image of innocence The truly innocent usually have only one story to tell the simple truth The armed services distributed many stories about what they were and what they were not doing on July 17 1996 All the stories cannot be true 3 Maintaining an Independent Investigation s Critical Focus Much information about TWA Flight 800 that officially never would have seen the light of day has been made available by various independent investigation groups and individuals These persons will certainly make more facts known in the months and years ahead They have survived the efforts to intimidate them The most obvious attempt to smear inhibit and silence these persons was to accuse them of participating in some

but for fifteen minutes before the crash no such anomalies are present in any of the eight plus FAA radar sites that recorded the crash Could a 50 psi overpressure in the center wing tank launch large radar tracked pieces of wreckage one and a half miles at an average speed of Mach 2 This question was never addressed by the NTSB What about the eyewitnesses that we hear so much about Did they really see a missile or was it just the plane on fire According to the official FBI eyewitness summaries 21 witnesses saw one object hurling toward another Thirteen of these described the target object as a plane FBI Witness 73 had a pretty good view of the disaster Witness 73 While keeping her eyes on the aircraft she observed a red streak moving up from the ground toward the aircraft at an approximately a 45 degree angle The red streak was leaving a light gray colored smoke trail The red streak went passed the right side and above the aircraft before arcing back toward the aircraft s right wing Described the arc s shape as resembling an upside down NIKE swoosh logo The smoke trail which was light gray in color was narrow initially and widened as it approached the aircraft She never took her eyes off the aircraft during this time At the instant the smoke trail ended at the aircraft s right wing she heard a loud sharp noise which sounded like a firecracker had just exploded at her feet She then observed a fire at the aircraft followed by one or two secondary explosions which had a deeper sound She then observed the front of the aircraft separate from the back She then observed burning pieces of debris falling from the aircraft Witness
