townspeople the people who volunteered the divers and investigators A black granite memorial is being built by the families on a bluff overlooking the sea to honor both the victims and those who responded to help It is due to be completed by next year s anniversary Hurd said she has honored her brother s wish that she return to college to study psychology She will pursue a doctorate and plans to use her education and experience to counsel those grieving from tragedies That is Jamie s gift to me she said Lessons from the crash were slowed by the yearslong mystery surrounding the July 17 1996 midair disaster The blast in the sky off this fishing village was so spectacular that some people mistook it for fireworks Threats of terrorism worldwide just before the explosion charged the atmosphere But as hundreds of FBI news web sites agents eliminated one criminal theory after another the National Transportation Safety Board and private aviation experts determined the cause was mechanical Last August the NTSB news web sites formally concluded that Flight 800 was destroyed by a center fuel tank explosion likely caused by a spark from a short circuit in the plane s wiring that ignited the tank s volatile vapors The vapors are the heart of the matter We are not going to be satisfied until we control the explosive nature of the tanks Clark said In May the Federal Aviation Administration news web sites ruled that new airplanes must be designed to minimize the chances fuel vapors in the tanks will ignite Air conditioning units for example may have to be relocated from underneath the fuel tanks The units underneath the center fuel tank on Flight 800 are believed to have cooked the vapors inside the tank during the aircraft

memorial to honor those who died in the crash of the Paris bound jet moments after it left Kennedy Airport The Rev Mychael Judge chaplain for the New York Fire Department was on duty that night He recalled coming to the park after the crash and seeing relatives throw flowers into the ocean a practice they ve continued each year since Every year that you come here you make this spot more blessed and more sacred if that s possible he said So in a sense it s good for us to be here Painful but good for us to be here Last August the National Transportation Safety Board news web sites concluded that Flight 800 was destroyed by a fuel tank explosion likely caused by a wiring spark Last week the families of 19 students and adult chaperones with the Montoursville Pa High School French Club reached a settlement with Boeing and TWA providing 2 5 million apiece The memorial and a candlelight vigil concluded three days of events organized by victims relatives On Sunday some visited a hangar in nearby Calverton where the jetliner was painstakingly reconstructed by crash investigators after pieces of the shattered plane were dredged

pieces cascading down The panel s questions attempted to illustrate that the CIA s account of the plane s flight path after the initial explosion was false The CIA produced its account after studying FBI witness interviews and they demonstrated their theory with the aid of a videotaped computer animation showing the burning plane climbing several thousand feet after exploding This and not a missile was what people saw who reported a rising streak of light the CIA said The NTSB meanwhile drawing on its understanding of how the plane broke up argued that no witness could have seen the initial explosion because investigators said it took place inside an intact airplane But according to the NTSB argument although the explosion was not visible moments later when the nose fell off flames would have appeared By that argument the witnesses who saw a streak or flare culminating in an explosion were not seeing a missile but TWA 800 climbing after the initial explosion and then being engulfed in a fireball when the fuel in the wing tanks ignited at the top of its climb So the accounts of many eyewitnesses became the raw material for a theory viewed by many as fantastically unlikely The very notion that the plane missing its nose and with all its controls gone and its engines flaming out could have climbed at all is questioned by pilots and experts in aerodynamics alike For Dwight Brumley who was on another aircraft there is no doubt that the streak of light was a missile Several witnesses at the hotel described the explosion as beginning with a white flash Roland Penney standing on Great Gun Dock on Fire Island and facing out over the ocean watched as a pencil line of smoke went up it disappeared for a second and a half and we thought it was a dud flare Then there was a big bright white light followed seconds later by flames which broke in two he said And Darell Miron at a campground at Smith Point Beach said he saw a streak of light heading up then a brilliant starburst all white then below that barrels of flame came down slowly According to some experts a white flash can be a sign of the detonation of high explosives To Michael Wire another witness at the hotel that s not a bit surprising He said he watched what appeared to be a firework come up from behind a house along the water a few hundred yards from where he was standing on a bridge in Westhampton Beach The firework left a white smoke plume he said then a fireball erupted and he heard a series of explosions the first of which shook the bridge It was very loud like a shock wave he recalled Both the CIA and the NTSB independently analyzed Wire s account and decided that his line of sight when he saw the firework coincided with where TWA 800 was when it first exploded

alleged proof is found in a transcript of a talk given to the NTSB witness group by a CIA analyst that is on the NTSB and other TWA 800 Web sites The analyst said they had been trying to figure out what source there could be for the streak of light that 260 eyewitnesses said they had seen On Dec 30 1996 he got the idea that you can explain what the eyewitnesses are seeing with only the burning aircraft He claimed he got this idea from the FBI reports of their interviews of one man who he said may be one eyewitness who saw the whole thing That man is Michael Wire who six days after the crash told the FBI in a phone call what he had seen and then provided greater detail in an interview six days later The FBI reports say that standing on a drawbridge near Westhampton Long Island Wire saw a zigzagging white light going skyward from the ground at about a 40 degree angle He first saw it just above the roof top of a house that blocked his view of the beach It arched over and headed out to sea on a southeasterly course He lost sight of it just before he saw an orange fireball falling into the ocean trailing fire that disappeared behind a house east of the one where he first saw the white light He then heard the first and loudest of four explosions It shook the 70 ton bridge Wire s account of what he saw did not fit the CIA analyst s theory that the white light Wire saw was TWA 800 Wire told the FBI he had seen the white light come off the beach and off the ground first appearing just above the roof

to study the issue Hudson said A second person familiar with the recommendations confirmed Hudson s account The findings are at odds with the National Transportation Safety Board news web sites which has recommended the addition of nonflammable gas to reduce the amount of air in fuel tanks and reduce the chances of an explosion The recommendation is one of the NTSB news web sites s most wanted safety improvements FAA spokeswoman Alison Duquette said the task force report will be one of several sources of information the agency will study before deciding whether to require airlines to pump nonflammable gases into their fuel tanks She said the task force report to be presented Wednesday is just a draft and still could be changed Hudson said the task force believes that recent FAA actions will reduce the risk of an explosion eliminating the need for any further costly steps The FAA in May ordered airlines to inspect the designs of fuel tanks and develop regular tank inspection and maintenance programs Manufacturers were told to design new planes to reduce the chances that fuel vapors in the tanks will ignite Earlier the FAA ordered airlines to shut off fuel pumps on Boeing 737s when there is a low level of fuel remaining in the center tank But Hudson executive director of the Aviation Consumer Action Project said there is no evidence that the new FAA rules will be sufficient That in our view is an untested and unwarranted assumption said Hudson whose group is affiliated with consumer advocate Ralph Nader news web sites In other words this is a guess Acting NTSB Chairwoman Carol Carmody said in May the FAA rules did not appear to go far enough It still doesn t address the flammable mixture in fuel tanks she said

purpose of independent read out and analysis without revealing their complicity in tampering with this most important piece of TWA FL 800 accident investigation So you see Congressman we have a problem The Department of Justice cannot be called upon to investigate its own wrongdoing with any objectivity it s up to the aggressiveness of the Committee on Government Reform to do the necessary work Thank you for reading my lengthy letter Sincerely Michael A Hamann PharmD Michael A Hamann PharmD P O Box 2831 Fort Bragg CA 95437 31 July 2001 Congressman Dan Burton Committee on Government Reform 2157 Rayburn Building Washington DC 20515 Congressman Burton I am sending you this series of letters to make you aware of the disturbed feelings I have regarding the NTSB FBI cover up of the true cause of the downing of TWA Flight 800 Your Committee on Government Reform is probably one of the few federal entities that can maintain objectivity while investigating the Department of Justice FBI and NTSB and their role of deceit and obstruction The following paragraphs are reprints from an online series of articles from WorldNetDaily WND written by Jack Cashill a documentary film producer As far as I can ascertain the information contained in this article is true much of it is supported by the government s own documents On the evening of July 17 1996 when Mike Wire quit the switch gear room on Beach Lane Bridge for a breath of fresh air he had no idea he would be strolling on to the center stage of one of the most explosive political cover ups in American history For the unassuming Wire Mick to close friends to play this critical role took a combination of unlikely and unrelated factors among them the reckless cunning of the CIA an unthinking bit of bureaucracy by the National Transportation Safety Board a seemingly trivial slip up by the FBI the keen eyed detective work of Accuracy In Media s Reed Irvine http www aim org and above all the stalwart character of Mike Wire himself a man whose courage and resolve the CIA would fatally underestimate Wire a union millwright from suburban Philadelphia had been working all that day on this Westhampton Bridge At day s end he leaned his burly 6 foot 6 inch frame against the rail on the southwest end of the bridge and looked out toward the sea beyond the house line At that moment a white light caught his eye Twelve days later during a 90 minute interview at his Pennsylvania home he told an FBI agent a real nice guy exactly what he saw Here is how the agent recorded the conversation on his 302 Wire saw a white light that was traveling skyward from the ground at approximately a 40 degree angle Wire described the white light as a light that sparkled and thought it was some type of fireworks Wire stated that the white light zig zagged sic as it traveled upwards and at the apex of its travel the white light arched over and disappeared from Wire s view Wire stated the white light traveled outwards from the beach in a south southeasterly direction After the light disappeared the 302 continues Wire saw an orange light that appeared to be a fireball This description by the way matches the description Wire gave the FBI a few days earlier by phone and perfectly mirrors what the eyewitnesses observed in the NTSB missile test the white smoke trail the zig zag the arch the disappearance At the end of the 302 the agent added the now ironic notation Wire wishes to cooperate in any way he can and can be re contacted at any time Wire was hardly alone in his sighting Seven hundred and thirty five other citizens shared their observations of the crash with the FBI The patterns in their testimony are undeniable flare after flare streak after streak zig zag after zig zag At least 96 of these eyewitnesses saw the light rise up off the horizon Many saw the explosion from a clearer angle than Wire At least four of them for instance saw the nose of the plane blow off two of these shared this information with the FBI even before the authorities knew the nose had fallen off first Wire did not parrot these details He had left Long Island for home the next morning before any story might have circulated Had a co worker not alerted the FBI to what Wire had seen Wire would have played no role in the drama to follow After his July 1996 interviews Wire returned to his uneventful workaday life in Pennsylvania Having little interest in politics and less in the Internet he did not follow the controversy swelling around the crash Wire did however see the CIA recreation of the flight presented by the FBI in November of 1997 at least the abbreviated version shown on the news He presumed this to be some temporary scheme to pacify the public and was fully unaware of his own role in it This CIA video however proved to be the central most visible element of a disinformation campaign designed to discredit the eyewitnesses In an animated sequence The CIA argued that when the nose of the plane broke off due to a spontaneous explosion in the center wing tank the plane pitched up and climbed like a rocket for more than 3 000 feet According to the CIA this climb not a missile is what the 736 official eyewitnesses saw Forget for a moment the all but unanimous rejection of this scenario by the aviation world Forget too the total absence of any eyewitness corroboration in the FBI 302s or in the accompanying sketches Focus instead on the role Mike Wire played in the video s creation For reasons not fully explained the CIA chose to build its case squarely on Mike Wire s testimony FBI investigators determined precisely where
