    growing body of evidence to suggest that the threat to civil aircraft emanating from terrorist groups rebel militias and even criminal enterprises possessing MANPADS is an increasing possibility MANPADS were widely proliferated during the 1970s and 1980s Now after 20 years of reported instances of SAMs in the hands of rebel militias narco criminals and terrorist groups the potential for increased SAM threats to civil aircraft have become a serious reality Recent terrorism events such as the World Trade Center bombing and those that were prevented underscore the fact that fanatical elements were not deterred by the potential implications of mass casualties that could occur if a man portable SAM were used against a commercial airliner According to the State Department security report another worldwide trend having implications for the safe passage of civil airliners is the growing instance of ethnic religious and civil unrest Although the risk of a world war as at least temporarily passed the ethnic and regional conflicts found in the four corners of the world indicate that perhaps our situation is more unstable than at any time in recent history With this instability has come the risk of terrorism in new and more dangerous forms Hundreds of MANPADs have fallen into the hands of ethnic militias that are battling against established governments MANPADS were widely used against Soviet military aircraft and at least five civilian aircraft in Afghanistan Many people from Moslem countries elsewhere around the world came to Afghanistan to fight the infidel They became imbued with a religious fundamentalist spirit in their years there Since the end of the war many have spread out across the globe to carry out attacks against more secular governments from Cairo to Manila Some of the suspects in the alleged terror ring that targeted the World Trade Center as well as other landmarks and transportation targets reportedly had links with the Afghans as the insurgents of diverse nationalities are known to security agencies Stingers will be used against U S aircraft at U S airports sooner rather than later Like the World Trade Center an airliner any airliner anywhere in the United States represents a high value low risk target The experience of the Afghans in knocking down planes including commercial jets as well as their training place them among the most likely to use MANPAD technology against Western particularly American aircraft These are well trained and experienced men of war They probably have the means access to hundreds of Stinger type missiles are unaccounted for in the war as well as the motive and opportunity It perhaps is significant that members of congress who have been closest to security concerns were also the first to question the timing and the style of Clinton s unilateral attack on targets in Afghanistan and Sudan Sen Spector R PA as Chairman of the Select Intelligence Committee and the recipient of a letter of alarm about the Clinton Justice Department turning down the offer of the return of over 100

    value which translates as most the responsible research approach In other words if you are going to go to the considerable trouble of firing real missiles you might as well use a real target instead of a circle on a sheet of paper or a pie tin heated by a blowtorch and suspended by a coathanger at arm s length by a test agency trainee or a part of a dismembered aircraft The first of the photographs accompanying the article in The Weaponeer appears just below It was taken just before the Stinger hit the F 14 A devil s advocate member in good standing and Deacon in the Church of Missile Agnosticism might conclude it is difficult to determine what that streak of light might be almost anything between simple camera lens glare and possible missile exhaust is a potential source for that streak Possibly says the agnostic the streak of light shown in the photo was a warning flare shot by test area personnel just before the test or a meteorite or fireworks If the photograph is an accurate representation of what the JLF test observers saw then probably no one saw a missile actually hit the F 14 says the agnostic but many saw a streak of light And the agnostic believes even streaks like this one do not necessarily and definitively equal missiles The thing that makes the speculation in the spaces above moot however is the reliable sourcing of the photograph as a product of the Naval Air Warfare Center Weapons Division and of that organization s contention that the photograph shows a Stinger missile just prior to impact The photograph alone might not convincingly prove a missile would hit the F 14 in the next second But the sourcing of the photograph persuades the viewer of its bona fides On the other hand an eyewitness offhand verbal description of the very same streak in the sky might well be ignored misinterpreted or ridiculed It isn t so much a matter of the image itself but of subjective influences imparted upon impressions of the image from without It depends on who and what are telling you what you are looking at what you have seen and why and what you were predisposed to see long before the streak appeared The challenge for the evaluator of the eyewitness information would be to retain a fact finding focus on what the eyewitness could report in as much detail as possible in comparison and contrast to what the body of additional eyewitnesses reported to have seen rather than shifting focus to conclusions imposed upon the eyewitnesses from non fact gathering motivated persons and organizations No problem with these potentially dangerous dynamics in the JLF test but one continues to wonder at the odd treatment of eyewitness information in the case of TWA Flight 800 All the eyewitnesses could provide were hundreds descriptions of what they thought they saw from those reports one or more theses could have been

    they clearly undermine the constant stream of political misinformation about the visibility of man portable air defense missiles MANPADS False information about these weapons has been dispensed by White House Justice Department and Transportation Department officials since the first White House press conference the day after the loss of TWA 800 18 July 1996 ARAP countered Chairman Hall of the NTSB s grossly misleading statements about the closest witnesses being more than 10 miles away with the truth The closest witnesses interviewed by the FBI were with masterchief Brumley aboard US Air FL 217 only 2 3 miles away We also went on record more than two years ago stating under TWA 800 s lighting conditions a Manpad missile s bright sustainer rocket motor plume and warhead burst could be seen 20 miles or more away Once again my comments were made to refute the nonsense being spread by the NTSB and FBI political leadership who were claiming these weapons are barely visible The bright plumb seen just before impact in the first picture is exactly as the missile would appear if fired at TWA 800 for the first two miles of it s steep mach 2 climb The plumb or apparent flare would then wink out when the rocket motor burned out about 6 5 seconds after launch leaving the missile in a coasting mode at 700 meters a second about 3 4 seconds before impact on flight 800 s left wing root The second picture clearly shows the brilliant white flash of the High Explosive warhead burst All of these characteristics were seen including an exact missile impact on the aircraft and accurately reported by witnesses to FBI agents The Justice Department then hid these statements for more than three years while the politicians in the NTSB attacked

    responsible for the June 25 bombing Three weeks later TWA Flight 800 went down off Long Island Not all of the information was covered up then The London Times published a very accurate story story five weeks after the crash naming a group of terrorists that were operating in the United States The news account said three of the shoulder mounted Stinger missiles had come in probably by way of Afghanistan through Karachi Halifax and across the U S border in upstate New York The missiles had been in the country for five months before the attack The Times was able to get a quote from the White House admitting it had intelligence reports about the missiles and terrorist threat The missile was fired at the maximum range The boat had to be within about three nautical miles of the aircraft and in front of it when they fired That is exactly what the radar captured We re learning now from newly released radar information that while they said there were no boats or other aircraft in the area there were ships out there and airplanes doing things that are not totally explained Beyond this it s a matter of collecting the eye witnesses There was no government assistance in allowing the media to get the information They absolutely refused to allow that to happen So as Donaldson says you have to have a guy like me who goes out and investigates it anyway Donaldson has about 140 witnesses now at 60 locations and potentially there are hundreds more The witnesses come from other aircraft quite a few boats and on the ground Some were driving cars They saw the missile go up Their accounts create a precise composite picture of the missile s flight pattern and collision with the aircraft Now that it is known from radar that there were another 30 ships in the area there have to be even more witnesses on those ships One of the best and newest witnesses was on a U S Air flight above and slightly to the left of TWA Flight 800 He was sitting in Row 5 in a window seat and was looking down He may have been one of the closest witnesses to the incident Flight 800 was only a mile underneath him when it exploded He was looking almost directly down on Flight 800 and that s very important because of the track of the aircraft that they were in The U S Air flight was heading basically to the north and crossing Flight 800 The witness was looking down and saw a streak come up from the south heading north much faster than the airplane he was in And then the missile hit the aircraft and exploded He saw the fireball and then the wing of his airplane obscured Flight 800 as it was going down This account fits precisely with all the other witness reports from a scallop boat captain to others who were on

    The FBI which long ago announced that it was no longer looking for a smoking bomb or missile chose not to participate in the latest tests A missile did not strike or explode inside this plane said an investigative source There is no evidence and there is no possibility it could have happened and not left evidence The answer to how closely the tests and the witness reports mesh is still several weeks away and will be part of the evidence presented at the board s final hearing in late August when it is to determine a probable cause for the crash In the meantime the raw data from the tests are being closely held Sources said however that the tests were conducted with no preconception of what would happen Computerized simulations by the board and the Central Intelligence Agency in December 1997 indicated the streaks could be the flaming fuel tank The light appeared to be rising because the front of the airplane had broken away and the rest of the aircraft including the wings shot upward because it was no longer weighed down by the forward part of the fuselage A cottage industry has grown up around the theory that the plane was hit by a missile Numerous well known former military and government officials including former admiral Thomas Moorer and former presidential press secretary Pierre Salinger have perpetuated the missile theory They have pointed out that there were numerous boats in the area from which a missile could have been fired The tests were conducted in late April at Eglin Air Force Base near Pensacola Fla That time of year was chosen because the lighting conditions on the Gulf Coast along the Florida Panhandle would be just about the same as the conditions off Long Island in
