    work to remedy Hundreds of employee hours are invested annually to unclog sewer lines clear screens and repair broken pumps said Nicole Kaiser the water communications coordinator for DC Water Some utilities have estimated significant costs with damage from these items including the installation of specialized equipment to break material down before they enter the treatment process While playing defense against the problem with such specialized equipment is an option the machinery can cost into the millions to install and does nothing to prevent the flushables from entering the system in the first place Many of the affected parties have been forced to take action at the source of the problem the manufacturers DC Water has partnered with 13 jurisdictions and water utilities in the region to educate customers about how to properly dispose the wipes not down the toilet in what the group calls the Protect Your Pipes Campaign It appeals to residents by laying out the financial and public health cases against sewer backups It will also launch an advertising campaign in spring 2016 featuring public transit ads social media messages and conventional broadcast engagement Possibly the most critical action has been in lobbying against the manufacturers themselves fighting what is estimated by the Nonwoven Fabrics Industry to become a 9 3 billion industry by 2018 During a recent public comment period DC Water and its regional partners expressed support for a Federal Trade Commission consent order with a woven fabric manufacturer that labeled its product flushable even though it was not capable of breaking down in the system Kaiser said The consent decree was finalized in November 2015 marking a significant achievement in the industry s effort to hold manufacturing companies accountable for accurate product labels DC Water is not the only utility fighting the good fight Many around the country are taking a stand against labels and several litigation efforts are underway A recent lawsuit in Minnesota targeted four of the largest flushables manufacturers The National Association of Clean Water Administrators NACWA a wastewater facility trade association has launched a Toilets Are Not Trashcans campaign to educate stakeholders and protect facilities It has been working on establishing flush guidelines that would properly define and restrict use of the term flushable and The Dr Oz Show brought a NACWA director in studio on an episode dedicated to the issue Almost all utilities are contributing through memberships to trade associations that are working to hold manufacturers accountable for labeling and production But there are ways to have a more direct impact Sharing information on social media or petitioning the manufacturing companies are opportunities to voice concerns about the negative impacts of the improper disposal recommendations for these products Kaiser said Supporting NACWA s campaign and similar campaigns of utilities around the country will continue to bolster the sector s efforts to protect municipal assets public health and the environment And these efforts have been making a difference While sewer systems are still very much plagued by the ratty

    finding in summary that The accumulation and persistence of chloride poses a risk to the water quality and the plants animals and humans who depend upon it Detailed repercussions are provided here but some notable occurrences include Drinking water taste and odor issues arising from chloride levels above the U S EPA secondary voluntary standard of 250 mg L Watersheds that are unable to sustain aquatic life due to sodium chloride levels as high as 800 mg L resulting in stratification and oxygen depletion Vegetation degraded by salt damage limiting the ability to uptake nutrients and pollutants and Soil that becomes depleted and impervious thereby decreasing fertility and water infiltration Separate from the New Hampshire DES study another notable effect of chloride is the corrosion of pipes According to Popular Science a key factor in the Flint water crisis was the Flint River s chloride concentration making it 19 times more corrosive than the Detroit River Flint s previous source The article cites Virginia Tech s Marc Edwards a researcher conducting water tests in Flint who further assigns blame to road salt specifically Corrosion is an emerging problem for cities most likely due to increasing use of road salt In portions of the northern U S chloride concentration in streams approximately doubled from 1990 to 2011 Besides these numerous negative impacts for water managers road salt is also dangerous to birds and mammals that ingest it and even to household cats and dogs from licking salty paws A Solution As New Hampshire witnessed yearly trends toward increased road salt application and more chloride impaired waterbodies 47 listed in the state s 2014 water quality assessment report they decided to do something about it The result is a program called Green SnowPro a training course for municipal staff and commercial salt applicators to learn best practices for providing safe conditions while laying as little road salt as possible Tactics include equipment calibration pre wetting surfaces with brine and adjusting the rate of application based on pavement temperature Certification requires four to five hours of classroom learning combined with field demonstration of techniques followed by a half hour exam Every two years a two hour refresher is required to maintain certification According to the EPA which highlighted the program in Nonpoint Source News Notes January 2016 99 about 500 certifications have already been issued in New Hampshire with 50 to 70 more expected this year Why so popular It s likely because the program appropriately addresses four important concerns environmental impact cost savings public safety and the biggie liability You wouldn t be alone if your first thought on reading this idea was less salt more lawsuits The New Hampshire DES saw this coming According to EPA Under the new law the Voluntary Salt Applicator Certification and Liability Protection Program established in 2013 certified commercial salt applicators and property owners who hire certified applicators are not liable for damages arising from snow or ice e g slip and fall incidents provided the

  • Accounting For Drought Better Water Through Validated Audits
    the country s driest regions In an effort to uphold the AWWA s mission of facilitating safe and reliable drinking water the California Nevada section announced a validated system water audit program as part of its Water Loss Control Collaborative The desire to unify and expand independent water loss initiatives in order to efficiently manage our water resources during continued dry years inspired the creation of this collaborative program said Sue Mosburg the immediate past chair of AWWA s California Nevada Section Ultimately we want all utilities to develop strong water loss control programs and having a good validated audit is a crucial first step The first phase of the program will start this year and run until the end of 2017 It begins with a third party review of utilities supply consumption and testing reports After reviewing the audits Collaborative interviewers will question the utilities about organizational practices Any anomalies that are discovered during the process will be noted for potential investigation during the more intensive second and third phases of validation to come In exchange the utilities receive technical assistance to evaluate the level of water loss in their systems and the ability to engage a proactive model of loss management Some utility employees may feel as if they have an overseer breathing down their necks but defenders of the program note that it is in everyone s best interest to mitigate water loss by any means necessary While many utilities are already adept at collecting and interpreting data the Collaborative hopes to assist those that may not be as comfortable and could benefit from its experience Performing a system water loss audit represents a prime opportunity to take a critical look at the entire water delivery system and data management procedures from source to tap to create a stronger water supply and more resilient utility Mosburg said Data from the audit can be used by utilities to identify areas of improvement assist in the prioritization of capital projects garner necessary project funding and ultimately show stakeholders that they are good resource stewards The Collaborative is based on a successful statewide effort performed in Georgia and may have arrived on the West Coast as a product of timing Senate Bill 555 passed last October requires 450 California utilities to submit validated water audits to the state s Department of Water Resources as the region endures acute drought conditions While AWWA estimates that about 130 state agencies have previously submitted water audit results to the California Urban Water Conservation Council the others may need assistance in complying with the new bill Earlier this month the program received approval from the State Water Resources Control Board and 3 2 million in state funding to conduct a 23 month program Approval of the program was amazingly fast which is probably due to both the receptivity of the State Water Resources Control Board and the concept and the extensive work that went into our proposal Mosburg said Now to get the funding

    However the following factors can certainly disrupt P3 implementation Public and private sector knowledge of P3 A successful P3 requires extensive communication and education on both sides the private side needs to fully understand the concerns challenges and politics of the public side and the private side needs to commit to partner with the public sector and stakeholders to ensure a complete understanding of the P3 model State procurement processes Some states have yet to approve P3 delivery This is an obvious impediment On the other hand many states have P3 enabling legislation and while some have a proven process and implementation approach others are vague and or silent on process which can be even more of an impediment to P3 success Tax exempt versus taxable debt spreads The most solid pressure against a P3 solution continues to be the fact that public debt is cheaper and this is a viable argument hence the reason I believe P3 is not the sole solution rather a delivery option in certain situations P3s are very complex delivery solutions that can provide multiple layers of efficiency so each opportunity must be evaluated across the full spectrum of potential efficiencies and compared against the other delivery methods to arrive at the best answer for each municipality s unique situation Is the design build model or even design build operate friendlier toward technologies with lower life cycle costs though they may be more expensive up front The answer is absolutely yes and we see the driver for lower life cycle costs as a primary reason that utilities use DB with whole life criteria as a strategic procurement method We ve had concrete examples on our own DB and DBO projects where high efficiency equipment drives up initial capital cost which gets offset quite quickly by a significant reduction of operations and long term maintenance costs What is CH2M s approach to recommending new potentially cost saving alternatives to familiar tried and true technologies We recommend new technologies by first doing our desktop homework including becoming familiar with the technology s fundamental mechanisms of performance CAPEX capital expenditures and OPEX operating expenditures and other non monetary evaluation criteria such as carbon footprint physical footprint and installed reference facilities for comparison to existing available and proven technologies If the technology looks promising from the desktop view then we will visit the existing facilities and perform our own bench top and pilot scale evaluations to further assess and verify or deny our desktop evaluation assumptions and preliminary conclusions Lastly if our evaluations yield positive outcomes we will look for client project opportunities where the technology can offer maximum benefits for the cost In addition we will generally look for client project application on a smaller scale before pursuing larger scale opportunities What are the keys to narrowing the funding gap between critical needs and dollars to address them Without question we are facing serious water infrastructure needs and sparse resources available to meet them There is substantial evidence
